The Department of Energy (DOE or Department) will hold an informal public meeting to discuss and receive comments on issues it will address in this rulemaking proceeding. The Department is also initiating the data collection process for establishing energy conservation standards for residential electric and gas ranges and ovens and microwave ovens, dishwashers, dehumidifiers, and commercial clothes washers. The Department also encourages written comments on these subjects. In addition, this effort is the result of the Energy Policy Act of 2005 (EPACT 2005) directive to publish a final rule to determine whether the standards established by EPACT 2005 should be amended no later than October 1, 2009, for dehumidifiers, and no later than January 1, 2010, for commercial clothes washers. To inform stakeholders and facilitate this process, DOE has prepared a Framework Document, a draft of which is available at: https://www.eere.energy. gov/buildings/appliance standards/.

Today's notice publishes a Petition for Waiver from Mitsubishi Electric and Electronics USA, Inc. (MEUS). This Petition for Waiver (hereafter ``MEUS Petition'') requests a waiver of the test procedures applicable to residential and commercial package air conditioners and heat pumps. The Department of Energy (hereafter ``Department'' or ``DOE'') is soliciting comments, data, and information with respect to the MEUS Petition. Furthermore, today's notice includes an alternate test procedure the Department is considering to include in the Decision and Order and for which it is requesting comments. Today's notice also grants an Interim Waiver to MEUS from the existing Department test procedures applicable to residential and commercial package air conditioners and heat pumps.

The Energy Policy and Conservation Act (EPCA), as amended, establishes energy efficiency standards for various commercial equipment. The Department of Energy (the Department or DOE) is assessing whether to adopt, as uniform national standards, efficiency standards contained in amendments to the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. The Energy Policy Act of 2005 (EPAct 2005) requires that in the case of electric motors of 1 to 500 horsepower, Federal agencies shall select only premium efficient motors that meet a standard designated by the Secretary of Energy (Secretary). DOE today designates the energy efficient motor specifications, developed under Executive Order 13123, as the temporary standard for premium efficient motors for purposes of Federal purchasing. Consistent with public comment requirements for ``procurement policies'' in 41 U.S.C. 418b, DOE invites public comment on the temporary standard. DOE intends to finalize a standard after considering any public comments that are submitted. The temporary specifications are consistent with standards recommended by the National Electrical Manufacturers Association (NEMA), the Consortium for Energy Efficiency (CEE) and other energy efficiency groups.

The Department of Energy (DOE) today gives notice of a request for information and an independent progress assessment by the DOE Hydrogen Program in meeting research and development (R&D) cost goals for production of hydrogen using distributed natural gas reforming technology. A review panel is being assembled by the National Renewable Energy Laboratory (NREL) Hydrogen Program Systems Integrator to review the current state of distributed natural gas reforming technology and costs. Based on the findings of the panel, the Systems Integrator will submit a written report to DOE on or before April 1, 2006. Position papers regarding the cost of hydrogen production via distributed natural gas reforming will be accepted by the Systems Integrator for consideration by the review panel. In addition, the panel may hear presentations from submitters as part of the assessment.
