In this final rule, the U.S. Department of Energy (``DOE'') is adopting amendments to the test procedures for general service fluorescent lamps (``GSFLs''), incandescent reflector lamps (``IRLs''), and general service incandescent lamps (``GSILs'') to update references to industry test standards and provide citations to specific sections of these standards; amend definitions; reference specific sections within industry test standards for further clarity; provide test methods for measuring coloring rendering index (``CRI'') for incandescent lamps and measuring lifetime of IRLs; clarify test frequency and inclusion of cathode power in measurements for GSFLs; decrease the sample size and specify all metrics for all lamps be measured from the same sample; and align terminology across relevant sections of the Code of Federal Regulations relating to GSFLs, IRLs and GSILs.

The U.S. Department of Energy (``DOE'') proposes to amend its test procedures for water-source heat pumps, with the main changes being ones to expand the scope of applicability of the test procedure, reference different industry standards than currently referenced, change to a seasonal cooling efficiency metric, and change the test conditions used for the heating metric. DOE has tentatively determined that the amended test procedure would produce results that are more representative of an average use cycle and more consistent with current industry practice without being unduly burdensome to conduct. DOE seeks comment from interested parties on this proposal.
Energy Conservation Program: Energy Conservation Standards for Consumer Furnaces

On July 7, 2022, the U.S. Department of Energy (``DOE'' or ``the Department'') published in the Federal Register a notice of proposed rulemaking (``NOPR'') for amending the energy conservation standards for certain consumer furnaces, specifically non-weatherized gas furnaces (``NWGF'') and mobile home gas furnaces (``MHGF''). In response to requests by several interested parties, the U.S. Department of Energy (``DOE'') is making available a revised version of the life- cycle-cost (``LCC'') spreadsheet supporting that NOPR and also announcing a public meeting webinar to assist stakeholders with operation of the LCC spreasheet. In addition, DOE received four requests to extend the public comment period for the NOPR (originally set to close September 6, 2022), and after considering those requests, the Department has decided to extend the public comment period until October 6, 2022.

The rate schedules are approved on an interim basis through September 30, 2027, and are subject to confirmation and approval by the Federal Energy Regulatory Commission (FERC) on a final basis.

The Department of Energy (DOE or the Department), pursuant to the Paperwork Reduction Act of 1995), intends to extend for three years, an information collection request with the Office of Management and Budget (OMB). The information collection request, Historic Preservation for Energy Efficiency Programs, was initially approved on December 1, 2010, under OMB Control No. 1910-5155 and expired on September 30, 2015. The information collection request was previously approved on February 24, 2020 under OMB Control No. 1910-5155 and its current expiration date is February 28, 2023. This extension will allow DOE to continue data collection on the status of the Weatherization Assistance Program (WAP), the State Energy Program (SEP), and the Energy Efficiency and Conservation Block Grant (EECBG) Program. Program activities will ensure compliance with the National Historic Preservation Act (NHPA).

The information collection request, Weatherization Assistance Program (WAP), was previously approved on May 31, 2020, under OMB Control No. 1910-5127 and its current expiration date is May 31, 2023. This ICR will include WAP Annual Appropriations and Weatherization Readiness Funds, Infrastructure Investment and Jobs Act (IIJA), and Multi-Family Buildings. This ICR makes updates to the WAP reporting metrics to ensure the requested information can be shared on an annual basis with Congress.

The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including microwave ovens. EPCA also requires the U.S. Department of Energy (``DOE'' or ``the Department'') to periodically determine whether more-stringent standards would be technologically feasible and economically justified, and would result in significant energy savings. In this supplemental notice of proposed rulemaking (``SNOPR''), DOE proposes amended energy conservation standards for microwave ovens, and requests comment on these proposed standards and associated analyses and results.
