The Office of Fossil Energy and Carbon Management (FECM) (formerly the Office of Fossil Energy) of the Department of Energy (DOE) gives notice (Notice) of receipt of an application (Application), filed on January 24, 2022, by Mexico Pacific Limited LLC (MPL). MPL seeks to amend the export term set forth in its current authorization, DOE/FE Order No. 4312, to a term ending on December 31, 2050. Under Order No. 4312, MPL is authorized to re-export U.S.-sourced natural gas in the form of liquefied natural gas (LNG) from the proposed MPL Facility to be located in Mexico to non-free trade agreement countries. MPL filed the Application under the Natural Gas Act (NGA) and DOE's policy statement entitled, ``Extending Natural Gas Export Authorizations to Non-Free Trade Agreement Countries Through the Year 2050'' (Policy Statement). Protests, motions to intervene, notices of intervention, and written comments on the requested term extension are invited.
Energy Conservation Program: Test Procedure for Dedicated-Purpose Pool Pumps and Energy Conservation Standards for Dedicated-Purpose Pool Pumps; Reopening of Comment Period

On January 24, 2022, the U.S. Department of Energy (``DOE'') published two requests for information (``RFIs'') regarding dedicated- purpose pool pumps. DOE published a RFI regarding test procedures for dedicated-purpose pool pumps and a RFI regarding energy conservation standards for dedicated-purpose pool pumps. The RFIs each provided an opportunity for submitting written comments, data, and information on the proposal by February 23, 2022. DOE received a request from the Pool and Hut Tub Alliance on February 9, 2022, and a joint request from the Pacific Gas and Electric Company, San Diego Gas and Electric, and Southern California Edison on February 11, 2022, each asking DOE to extend the public comment periods for both RFIs for 30 additional days. DOE has reviewed these requests and is reopening the public comment periods to allow comments to be submitted until March 9, 2022.

The U.S. Department of Energy (``DOE'' or ``the Department'') will hold a webinar to discuss and receive comments on the preliminary analysis it has conducted for purposes of evaluating energy conservation standards for external power supplies (``EPSs''). The meeting will cover the analytical framework, models, and tools that DOE is using to evaluate potential standards for this product; the results of preliminary analyses performed by DOE for this product; the potential energy conservation standard levels derived from these analyses that DOE could consider for this product should it determine that proposed amendments are necessary; and any other issues relevant to the evaluation of energy conservation standards for EPSs. In addition, DOE encourages written comments on these subjects. To inform interested parties and to facilitate this process, DOE has prepared an agenda, a preliminary technical support document (``TSD''), and briefing materials, which are available on the DOE website at: www1.eere.energy.gov/buildings/appliance_standards/ standards.aspx?productid=1.
Energy Conservation Program: Test Procedure for Commercial Warm Air Furnaces

The U.S. Department of Energy (``DOE'') proposes to amend the test procedures for commercial warm air furnaces (``CWAFs'') to incorporate the latest versions of the industry standards that are currently incorporated by reference. DOE also proposes to establish a new metric, Thermal Efficiency Two (``TE2''), and corresponding test procedure. Use of the newly proposed test procedure would become mandatory at such time as compliance with amended energy conservation standards based on TE2 is required, should DOE adopt such standards. DOE also proposes additional specifications for CWAFs with multiple vent hoods or small-diameter vent hoods. DOE is seeking comment from interested parties on the proposal.

The Infrastructure Investment and Jobs Act (IIJA or the Act) directs the Secretary of Energy (Secretary) to establish a Civil Nuclear Credit (CNC) Program to evaluate and certify nuclear reactors that are projected to cease operations due to economic factors and to allocate credits to selected certified nuclear reactors via a sealed bid process. The U.S. Department of Energy (DOE or the Department) is issuing this NOI to notify interested parties of DOE's intent to solicit applications for certification of nuclear reactors for eligibility to submit of sealed bids for CNC Program credits from nuclear reactor owners or operators that are at risk of ceasing operations due to economic factors and intent to request sealed bids from certified reactors for allocation of available credits. The NOI provides an opportunity for interested parties to submit to the Department a non-binding notice of their interest in submitting a confidential application for the CNC Program. The Department also seeks input from all stakeholders through this RFI regarding the establishment of a CNC Program including the application, certification, and selection processes.
