Energy Conservation Program: Test Procedure for Ceiling Fans

The U.S. Department of Energy (``DOE'') proposes to amend the test procedures for ceiling fans. DOE initially presented proposed amendments in a notice of proposed rulemaking (``NOPR'') published on September 30, 2019. DOE is publishing this supplemental notice of proposed rulemaking (``SNOPR'') to present modifications to certain proposals presented in the NOPR, and to propose additional amendments. In this SNOPR, DOE proposes to include a definition for ``circulating air'' for the purpose of the ceiling fan definition, include ceiling fans greater than 24 feet in the scope, include certain belt-driven ceiling fans within scope, include a standby metric for large-diameter ceiling fans, amend the low speed definition, permit an alternate set- up to collect air velocity test data, amend certain set-up and operation specifications, amend the blade thickness measurement requirement, and update product-specific rounding and enforcement provisions. DOE is seeking comment from interested parties on the proposal.

On January 5, 2017, the U.S. Department of Energy (``DOE'') published a final rule that made two sets of amendments to the test procedure for central air conditioners and heat pumps (``CAC/HPs''): amendments to the existing test procedure required for determining compliance with the current energy conservation standards; and establishment of a new test procedure that would be the basis for making efficiency representations as of the compliance date for any amended energy conservation standards. This document corrects typographical errors, omissions, and incorrect cross-references in the Code of Federal Regulations that resulted from the January 2017 final rule. Neither the errors nor the corrections in this document affect the substance of the rulemaking or any conclusions reached in support of the final rule.

DOE anticipates that communities; governments at the local, State, and Tribal levels; members of the public; energy and environmental justice groups; organizations or corporations; and other stakeholders may be interested in responding to this Request for Information (RFI). We especially welcome insight from people, communities, and groups that have historically not been well- represented in these discussions. Responses to the RFI will inform development of a consent-based siting process, overall strategy for an integrated waste management system, and possibly a funding opportunity.

On November 2, 2021, the U.S. Department of Energy (``DOE'') published a supplemental notice of proposed rulemaking (``SNOPR''), and request for comment for the test procedure for external power supplies. The SNOPR announced a public meeting webinar would be held on December 15, 2021. Additionally, on November 23, 2021, DOE published a notice of proposed rulemaking (``NOPR''), and request for comment for the test procedure for battery chargers. This NOPR announced that the public meeting webinar scheduled for December 15, 2021, would also cover the battery charger test procedure proposal. To avoid a scheduling conflict with another public meeting webinar scheduled for that same date and time regarding the test procedure for cooking products, DOE is moving the public meeting webinar for the external power supply and battery charger test procedures to Monday, December 13, 2021.
