The U.S. Department of Energy (``DOE'') proposes to amend the current test procedures appendix for dishwashers, adopt a new test procedureappendix, incorporate by reference newly published Association of Home Appliance Manufacturers (``AHAM'') standardsAHAM DW-1-2020 and DW-2-2020and apply certain provisions of the industry standards to to the test procedures appendices. The proposed amendments to the current procedure would establish requirements for water hardness, relative humidity, and loading pattern; update requirements for ambient temperature, detergent dosage, and standby power measurement; include testing approaches from recently published waivers for dishwashers; and include provisions for a minimum cleaning index threshold to validate the selected test cycle. The proposed new test procedure appendix would additionally include updated annual number of cycles and low-power mode hours for the calculation of energy consumption. DOE is seeking comments from interested parties on the proposal.

This notice adds 10 new routine uses, including two prescribed by the Office of Management and Budget (OMB) Memorandum M-17-12, Preparing for and Responding to a Breach of Personally Identifiable Information, January 3, 2017, that will permit FERC to disclose information as necessary in response to an actual or suspected breach of its own records or to assist another agency in its efforts to respond to a breach. This System of Records Notice (SORN) also describes the Commission's system's manager and location change.

This notice of proposed rulemaking (``NOPR'') also proposes to provide additional detail to the DOE test procedure to improve the representativeness and repeatability of the current ACIM test procedure. DOE is seeking comment from interested parties on the proposal.

The U.S. Department of Energy (DOE) announces the availability of its Draft Environmental Assessment for the Commercial Disposal of Savannah River Site Contaminated Process Equipment (DOE/EA-2154) (Draft Savannah River Site (SRS) Contaminated Process Equipment Environmental Assessment (EA)). The Draft SRS Contaminated Process Equipment EA evaluates the potential impacts from a proposed action to dispose of certain SRS contaminated process equipment at a commercial low-level radioactive waste (LLW) disposal facility outside of South Carolina, licensed by either the Nuclear Regulatory Commission (NRC) or an Agreement State pursuant to NRC's regulations for land disposal of radioactive waste. The proposed disposal of the SRS contaminated process equipment is being analyzed consistent with the Department's interpretation of the statutory term ``high-level radioactive waste'' (HLW) as defined in the Atomic Energy Act of 1954, as amended (AEA), and Nuclear Waste Policy Act of 1982, as amended (NWPA).

The U.S. Department of Energy (DOE) affirms its interpretation of the statutory term ``high-level radioactive waste'' (HLW) as defined in the Atomic Energy Act of 1954, as amended (AEA), and the Nuclear Waste Policy Act of 1982, as amended (NWPA). The HLW interpretation (HLWI) is consistent with the law, the best available science and data, and the recommendations of the Blue Ribbon Commission on America's Nuclear Future. In developing the HLWI, the views of members of the public and the scientific community were considered.

The U.S. Department of Energy (``DOE'') proposes to establish definitions, a test procedure, sampling and rating requirements, and enforcement provisions for circulator pumps. Currently, circulator pumps are not subject to DOE test procedures or energy conservation standards. DOE proposes a test procedure for measuring the circulator energy index for circulator pumps. The proposed test method references the relevant industry test standard. The proposed definitions and test procedures are based on the recommendations of the Circulator Pump Working Group, which was established under the Appliance Standards Rulemaking Federal Advisory Committee. DOE is seeking comment from interested parties on the proposal.

On July 22, 2021, the U.S. Department of Energy (``DOE'') published a notice of proposed rulemaking (``NOPR'') to revise the current definition of ``showerhead'' adopted in the December 16, 2020, final rule (``December 2020 Final Rule'') by reinstating the October 2013 definition of ``showerhead,'' withdraw the December 2020 final rule's interpretation of the term ``showerhead,'' and withdraw the associated definition for ``body spray.'' DOE did not propose any changes to the definition of ``safety shower showerhead.'' In this final rule, DOE revises the current definition of ``showerhead'' adopted in the December 2020 final rule by reinstating the October 2013 definition of ``showerhead'' as the Department finds that it is more consistent with the purposes of the Energy Policy and Conservation Act, as amended (``EPCA''). In addition, DOE removes the current definition of ``body spray'' adopted in the December 16, 2020 final rule. Finally, DOE maintains the definition of ``safety shower showerhead'' adopted in the December 2020 final rule.
Energy Conservation Program: Energy Conservation Standards for Commercial Clothes Washers

The Energy Policy and Conservation Act (``EPCA''), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including commercial clothes washers (``CCWs''). EPCA also requires the U.S. Department of Energy (``DOE'') to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would result in significant conservation of energy. In this notification of proposed determination (``NOPD''), DOE has initially determined that amended energy conservation standards for commercial clothes washers do not need to be amended and requests comment on this proposed determination and the associated analyses and results.

The U.S. Department of Energy (``DOE'') proposes to amend the existing scope of the DOE test procedures consistent with related industry changes for nomenclature and test procedure developments (i.e., for air-over electric motors, submersible electric motors, electric motors greater than 500 horsepower, electric motors considered small, inverter-only electric motors, and synchronous electric motors); add test procedures, metric, and supporting definitions for additional electric motors covered under the proposed scope; and update references to industry standards to reference current versions. Furthermore, DOE proposes to adopt industry provisions related to the prescribed test conditions to further ensure the comparability of test. In addition, DOE proposes to update certain testing instructions to reduce manufacturer burden. Further, DOE proposes to amend the provisions pertaining to certification testing and determination of represented values for electric motors other than dedicated-purpose pool pump motors, apply these provisions to the additional electric motors proposed for inclusion in the scope of the test procedure, and to move both provisions consistent with the location of other certification requirements for other covered products and equipment. Finally, DOE proposes to add provisions pertaining to certification testing and determination of represented values for dedicated-purpose pool pump motors. DOE is seeking comment from interested parties on the proposal.

The U.S. Department of Energy (DOE) is extending the public comment period for the notice of proposed rulemaking (``NOPR'') that DOE published on November 4, 2021 regarding a proposal for a new test procedure for conventional cooking tops, a category of cooking products, that would replace the procedure that DOE withdrew on August 18, 2020. DOE is also publishing a NODA regarding the results of DOE's recently completed test program assessing the repeatability and reproducibility of the proposed test procedure. DOE is publishing the results of its testing and requests comment, data, and information regarding the results.
