The Assistant Secretary for Electricity confirms, approves, and places into effect on a final basis the Boulder Canyon Project (BCP) base charge and rates for fiscal year (FY) 2022 under Rate Schedule BCP-F10. The base charge increased 2.9 percent from $65.4 million in FY 2021 to $67.4 million in FY 2022. The change is primarily the result of an increase in the Bureau of Reclamation's (Reclamation) replacement costs, an increase in the Western Area Power Administration's (WAPA) operations and maintenance (O&M) expenses and replacement costs, and a decrease in prior year carryover funds from FY 2021.

Public Availability of the Department of Energy's Service Contract Inventory

In accordance with Division C of the Consolidated Appropriations Act of 2010, the Department of Energy (DOE) is publishing this notice to advise the public on the availability of the FY 2019 Service Contract Inventory and Analysis Plan and FY 2018 Service Contract Inventory Analysis. This inventory provides information on service contract actions over $150,000 that DOE completed in FY 2019. The inventory has been developed in accordance with guidance issued by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). FY 2019 government-wide service contract inventory can be found at https://www.acquisition.gov/service- contract-inventory. The Department of Energy's service contract inventory data is included in the government-wide inventory posted on the above link and the government-wide inventory can be filtered to display the inventory data for the Department. DOE has posted its FY 2018 Inventory Analysis and FY 2019 Analysis Plan at: https:// energy.gov/management/downloads/service-contract-inventory.

On January 19, 2017, the U.S. Department of Energy (``DOE'') published two final rules adopting revised definitions of general service lamp (``GSL'') and general service incandescent lamp (``GSIL''), and other supplemental definitions, to go into effect January 1, 2020. Prior to that effective date, on September 5, 2019, DOE withdrew the revised definitions of GSL, GSIL, and the other supplemental definitions. Upon further review and consideration, in this notice of proposed rulemaking (``NOPR''), DOE proposes to adopt the definitions of GSL and GSIL and the associated supplemental definitions set forth in the January 2017 final rules. This document also announces a public meeting to receive comment on these proposed definitions.

The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including commercial prerinse spray valves (``CPSVs''). EPCA also requires the U.S. Department of Energy (``DOE'' or ``the Department'') to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notification of proposed determination (``NOPD''), DOE has initially determined that amended energy conservation standards for commercial prerinse spray valves are not needed. DOE requests comment on this proposed determination and the associated analyses and results.

Congress has requested DOE to develop a roadmap to provide researchers access to quantum systems so as to enhance the U.S. quantum research enterprise, stimulate the fledgling U.S. quantum computing industry, educate the future quantum computing workforce, and accelerate advancement of quantum computer capabilities. In collaboration with private sector stakeholders, the research facility user community, and interagency partners, the Department of Energy (DOE), through the Office of Science, intends to develop such a roadmap. DOE invites interested parties to provide input on the quantum systems that DOE should include in the roadmap; how the current access models can meet the needs of quantum researchers; and the appropriate timeline and sequencing for components of the roadmap.
