Energy Conservation Program: Energy Conservation Standards for Unfired Hot Water Storage Tanks
On August 9, 2019, the U.S. Department of Energy (DOE) published a request for information (RFI) pertaining to the energy conservation standards for unfired hot water storage tanks. The RFI provided an opportunity for submitting written comments, data, and information by September 23, 2019. Prior to the end of the comment period for the RFI, DOE received a request from the Air-Conditioning, Heating and Refrigeration Institute (AHRI) on September 13, 2019 seeking additional time to analyze data, possibly conduct further testing, and prepare comments. In light of this request, DOE is reopening the comment period for an additional 30 days and announcing that decision in this document.

Macquarie Energy LLC (Applicant or MEL) has applied for authorization to transmit electric energy from the United States to Canada pursuant to the Federal Power Act.
Energy Conservation Program: Test Procedure for Ceiling Fans
The U.S. Department of Energy (DOE) proposes to amend its test procedures for ceiling fans established under the Energy Policy and Conservation Act. On July 25, 2016, DOE published a final rule amending the test procedure for ceiling fans to support the ceiling fans energy conservation standards rulemaking. In this notice of proposed rulemaking (NOPR), DOE proposes to: Interpret the term ``suspended from a ceiling'' in the EPCA definition of ceiling fan to mean offered for mounting only on a ceiling; specify that very small-diameter (VSD) ceiling fans that do not also meet the definition of low-speed small- diameter (LSSD) ceiling fan are not required to be tested pursuant to the DOE test method; for LSSD and VSD ceiling fans, increase the tolerance for the stability criteria for the average air velocity measurements in low speed to reduce test burden; specify that large- diameter ceiling with blade spans greater than 24 feet do not need to be tested pursuant to the DOE test method; codify current guidance on calculating several values reported on the U.S. Federal Trade Commission's (FTC) EnergyGuide label for LSSD and VSD ceiling fans using results from the ceiling fan test procedures; and amend certification requirements and product-specific enforcement provisions to reflect the current test procedures and recently amended energy conservation standards for ceiling fans.
Record of Decision for Final Environmental Impact Statement for Remediation of Area IV and the Northern Buffer Zone of the Santa Susana Field Laboratory, California
The U.S. Department of Energy (DOE) announces its decision to demolish the 18 buildings it owns in Area IV of the Santa Susana Field Laboratory (SSFL) and dispose of or recycle the materials off site. This action will be taken in accordance with applicable federal, state, and local requirements. (The demolition of five of the eighteen buildings and the disposal of the resulting debris will be accomplished pursuant to closure plans approved by the California Department of Toxic Substances Control.) This action will also be taken consistent with agreements and decisions resulting from interagency consultations conducted in accordance with applicable federal, state, and local requirements, including the Programmatic Agreement executed with the California State Historic Preservation Officer pursuant to the National Historic Preservation Act and the Biological Opinion issued by the U.S. Fish and Wildlife Service pursuant to the Endangered Species Act.
Regulations Prohibiting Issuance, Reliance, or Defense of Improper Agency Guidance, Notice of Petition for Rulemaking
On August 2, 2019, the Department of Energy (DOE) received a petition from the New Civil Liberties Alliance (NCLA) asking DOE to initiate a rulemaking to prohibit any DOE component from issuing, relying on, or defending improper agency guidance. Through this document, DOE seeks comment on the petition, as well as any data or information that could be used in DOE's determination whether to proceed with the petition.
Notice of Request for Information (RFI) on Identifying Wells of Opportunity for Critical Geothermal Field Research Applications
The U.S. Department of Energy (DOE) invites public comment on its Request for Information (RFI) regarding the identification of wells of opportunity for critical geothermal field research application. DOE is seeking information from the geothermal community about underutilized wells in known geothermal resource areas in the United States. The goal is to obtain feedback on industry willingness to partner with DOE's Geothermal Technologies Office (GTO) to test downhole tools, technologies, and methodologies that can improve the probability of successful geothermal commercialization.
Energy Conservation Program: Energy Conservation Standards for General Service Incandescent Lamps; Correction
On September 5, 2019, the U.S. Department of Energy (``DOE'') published a notice of proposed determination (``NOPD'') initially determining that energy conservation standards for general service incandescent lamps (``GSILs'') do not need to be amended (hereafter the ``September 2019 NOPD''). This correction addresses typographical errors that appear in the September 2019 NOPD. This document corrects values listed in Tables V.4, V.7, V.9, and V.10, and corrects duplicative numbering of tables and reference to those tables. Neither the errors nor the corrections in this document affect the substance of the rulemaking or any initial conclusions reached in support of the NOPD.
Notice of Request for Information (RFI) on Water Security Grand Challenge Resource Recovery Prize
The U.S. Department of Energy (DOE) invites public comment providing information and feedback on the design of a potential prize competition with a goal of increasing resource recovery from municipal wastewater treatment plants across the United States, and in so doing, lower the ultimate cost of treatment by extracting additional value from the wastewater (i.e., improve energy efficiency). Through this potential prize, DOE would seek novel, systems-based solutions from multidisciplinary teams to implement resource recovery at small-to- medium-sized wastewater treatment plants. Specifically, the intent is to encourage teams of wastewater treatment plants, engineering and design firms, technology developers, resource customers (e.g., farmers, electric and gas utilities), and others to develop holistic community and/or watershed-based resource recovery plans for their respective wastewater treatment systems. Input from this RFI may be used to further develop the competition objectives, rules, metrics, and incentives.
