Energy Conservation Program for Consumer Products: Energy Conservation Standards for Residential Furnace Fans; Correction
On July 3, 2014, the U.S. Department of Energy (``DOE'') published a final rule adopting new energy conservation standards for residential furnace fans (hereafter the ``July 2014 final rule''). This correction addresses typographical errors that appear in both the preamble of the July 2014 final rule and regulatory text in the Code of Federal Regulations (``CFR''). In certain locations (primarily table headings), the units for fan energy rating (``FER'') were inadvertently listed as ``Watts/cfm.'' This document corrects the units designation to ``Watts/1000 cfm.'' Neither the error nor the corrections in this document affect the substance of the energy conservation standards rulemaking or any conclusions reached in support of the final rule.
Energy Conservation Program: Petition for Waiver of Beghelli North America From the Department of Energy Illuminated Exit Signs Test Procedure
This document announces receipt of and publishes a petition for waiver from Beghelli North America (``Beghelli''), which seeks a waiver from the U.S. Department of Energy (``DOE'') test procedure used for determining the energy consumption of specified illuminated exit sign basic models. Beghelli seeks to use an alternate test procedure to address issues involved in testing the basic models identified in its petition. Beghelli contends that the design characteristics of its combination illuminated exit signs prevent them from being accurately tested using the currently applicable DOE test procedure. Beghelli has suggested an alternate test procedure to test and rate the Beghelli basic models specified in its petition. For the reasons discussed in this document DOE is proposing a different alternate test procedure. DOE solicits comments, data, and information concerning Beghelli's petition, its suggested alternate test procedure, and DOE's proposed alternate test procedure to inform its decision on Beghelli's waiver request.

Extension of Public Comment Period, Draft Supplemental Environmental Impact Statement for Disposition of Depleted Uranium Oxide Conversion Product Generated from DOE's Inventory of Depleted Uranium Hexafluoride
On December 28, 2018, a Federal Register Notice was issued that announced the availability of the U.S. Department of Energy (DOE) Office of Environmental Management's Draft Supplemental Environmental Impact Statement for Disposition of Depleted Uranium Oxide Conversion Product Generated from DOE's Inventory of Depleted Uranium Hexafluoride (Draft SEIS) (DOE/EIS-0359-S1; DOE/EIS-0360-S1). The Federal Register Notice also announced three web-based public hearings that occurred on January 22 to 24, 2019, to obtain public comments. DOE is extending the public comment period for the Draft SEIS from February 11, 2019, to March 4, 2019.

Energy Conservation Program: Extension of Waiver to HH Technologies From the Department of Energy Walk-in Cooler and Walk-in Freezer Test Procedure
The U.S. Department of Energy (``DOE'') is granting a waiver extension (Case No. 2018-011) to HH Technologies to waive certain requirements of the DOE walk-in cooler and walk-in freezer test procedure for determining the energy consumption of thirty-five (35) RollSeal Automated Door System brand walk-in door basic models specified in their petition. HH Technologies is required to test and rate these basic models in accordance with the alternate test procedure specified.

Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Human Reliability Program (HRP), OMB Control Number 1910-5122. The HRP is a security and safety reliability program for individuals who apply for or occupy certain positions that are critical to the national security. It requires an initial and annual supervisory review, medical assessment, management evaluation, and a DOE personnel security review of all applicants or incumbents. It is also used to ensure that employees assigned to nuclear explosive duties do not have emotional, mental, or physical conditions that could result in an accidental or unauthorized detonation of nuclear explosives.
Annual Update to Fee Schedule for the Use of Government Lands by Hydropower Licensees
In accordance with the Commission's regulations, the Commission, by its designee, the Executive Director, issues this document of the annual update to the fee schedule, which lists per-acre rental fees by county (or other geographic area) for use of government lands by hydropower licensees.
Revisions to the Filing Process for Commission Forms
The Commission is proposing to transition from the current use of the Visual FoxPro software, which is no longer supported by its developer, to a type of Extensible Markup Language (XML) called eXtensible Business Reporting Language (XBRL). The XBRL standard would be used to file the Commission's Form Nos. 1, 1-F, 2, 2-A, 3-Q electric, 3-Q natural gas, 6, 6-Q, 60, and 714. The use of XBRL should make the information in these forms easier for filers and data users to analyze and assist in automating regulatory filings and business information processing. In addition, the Commission believes that transitioning from the current Visual FoxPro system to XBRL will decrease the costs, over time, of preparing the necessary data for submission and complying with future changes to filing requirements set forth by the Commission. The Commission is also proposing to revise its regulations to require filers of Form No. 1-F to file their report in electronic media.
