Commission Information Collection Activity (FERC-717); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collection, FERC-717, (Open Access Same-Time Information System and Standards for Business Practices and Communication Protocol) which will be submitted to the Office of Management and Budget (OMB) for a review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission published Notice in the Federal Register in Docket No. IC17-13-000, (82 FR 37580, 8/11/2017) requesting public comments. FERC received no comments in response to the Notice and is indicating that in its submittal to the OMB.
Certification Notice-250; Notice of Filing of Self-Certification of Coal Capability Under the Powerplant and Industrial Fuel Use Act
On September 12, 2017, NTE Carolinas II, LLC, as owner and operator of a new baseload electric generating powerplant, submitted a coal capability self-certification to the Department of Energy (DOE) to Sec. 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA), as amended, and DOE regulations. The FUA and regulations thereunder require DOE to publish a notice of filing of self- certification in the Federal Register.

Electrical Interconnection of the Vantage to Pomona Heights Transmission Line Project
This notice announces the availability of the ROD to interconnect the Vantage to Pomona Heights Transmission Line Project in Grant and Yakima Counties, Washington. BPA has decided to implement its part of the Vantage to Pomona Heights 230-kilovolt (kV) Transmission Line Project (Project) that was analyzed in the Vantage to Pomona Heights 230-kV Transmission Line Project Final Environmental Impact Statement (EIS) (DOI-BLM-OR-134-2013-0002-EIS and DOE/EIS-0505, October 2016). Pacific Power will construct, operate, and maintain the Project, which will be a new 230-kV transmission line that will extend from PacifiCorp's existing Pomona Heights Substation in Yakima County, Washington to BPA's existing Vantage Substation in Grant County, Washington. The U.S. Bureau of Land Management (BLM) was the Lead Federal Agency under the National Environmental Policy Act (NEPA) for preparation of the EIS for the Project. Twelve other public entities, including BPA, were involved in the EIS as cooperating agencies under NEPA. BPA has adopted the Final EIS for the Project. BPA's action related to the Project is to allow the interconnection of Pacific Power's transmission line to BPA's Vantage Substation. To allow this interconnection, BPA will execute a Line and Load Interconnection agreement with PacifiCorp \1\ to provide interconnection facilities and services for the transmission line. Interconnection will involve connecting Pacific Power's transmission line to an existing substation bay at BPA's Vantage Substation, connecting the transmission line's fiber to the Vantage Substation control house, and installing and operating related electrical, metering, and relay equipment. The interconnection facilities will be located mostly on BPA-owned property within the Vantage Substation fence line.

Western Area Power Administration (WAPA), a power marketing administration (PMA) of the Department of Energy (DOE), is publishing this recommendation for the Loveland Area Projects (LAP) and the Colorado River Storage Project (CRSP) to pursue final negotiations regarding membership in the Southwest Power Pool (SPP), a Regional Transmission Organization (RTO). WAPA is seeking public comment from its customers, Native American Tribes, stakeholders, and the public on the substance of WAPA's recommendation to pursue final negotiations regarding LAP and CRSP membership in SPP.
Proposed Olmsted Project Rate Order No. WAPA-177
The United States Department of Energy, Western Area Power Administration (WAPA), Colorado River Storage Project Management Center (CRSP MC), is proposing a new power formula rate for the Olmsted Hydroelectric Powerplant Replacement Project (Olmsted). There is no existing rate for Olmsted; therefore, the CRSP MC is proposing a new formula, under Rate Schedule Olmsted F-1, that will be used to determine the annual energy charge. WAPA will provide a brochure detailing information about the proposed formula rate prior to the public information forum and will post it to the Olmsted rate action Web site at https://www.wapa.gov/regions/CRSP/rates/Pages/rate-order- 177.aspx. If approved, the proposed formula rate under Rate Schedule Olmsted F-1 would become effective on April 1, 2018, and remain in effect through March 31, 2023, or until superseded. Publication of this Federal Register notice begins the formal process for the proposed formula rate.
DOE/NSF Nuclear Science Advisory Committee
Pursuant to Section 14(a)(2)(A) of the Federal Advisory Committee Act, as amended, and following consultation with the Committee Management Secretariat, General Services Administration, notice is hereby given that the DOE/NSF Nuclear Science Advisory Committee (NSAC) has been renewed for a two-year period. The Committee will provide advice and recommendations to the Director, Office of Science (DOE), and the Assistant Director, Directorate for Mathematical and Physical Sciences (NSF), on scientific priorities within the field of basic nuclear science research. Additionally, the renewal of the NSAC has been determined to be essential to conduct business of the Department of Energy and the National Science Foundation, and to be in the public interest in connection with the performance of duties imposed upon DOE and NSF, by law and agreement. The Committee will continue to operate in accordance with the provisions of the Federal Advisory Committee Act, adhering to rules and regulations issued implementation of that Act.
