Agency Information Collection Extension, With Changes
Pursuant to the Paperwork Reduction Act of 1995 (PRA), this notice announces that the U.S. Department of Energy (DOE) is forwarding an information collection request to the Office of Management and Budget (OMB) for review and comment. With this information collection request DOE intends to extend with changes for three years with the OMB, the Certification Reports, Compliance Statements, Application for a Test Procedure Waiver, and Recordkeeping for Consumer Products and Commercial/Industrial Equipment subject to Energy or Water Conservation Standards Package under OMB No. 1910-1400.

Procedures for Determining Eligibility for Access to Classified Matter or Special Nuclear Material
The Department of Energy (DOE) is amending its regulations which set forth the policies and procedures for resolving questions concerning eligibility for DOE access authorization. The revisions update appendix A, and related text, with the most current national standards for determining eligibility for access to classified matter and special nuclear material, and delete references to Executive Order 10450, which was revoked pursuant to Executive Order 13764, dated January 17, 2017.
Charter Renewals: National Coal Council
Pursuant to the Federal Advisory Committee Act and in accordance with Title 41 of the Code of Federal Regulations, section 102-3.65, and following consultation with the Committee Management Secretariat of the General Services Administration, notice is hereby given that the National Coal Council has been renewed for a two-year period. The Council will continue to provide advice, information, and recommendations to the Secretary of Energy on a continuing basis regarding general policy matters relating to coal issues.
Energy Conservation Program: Energy Conservation Standards Program Design
The U.S. Department of Energy (DOE) is evaluating the potential advantages and disadvantages of additional flexibilities in the U.S. Appliance and Equipment Energy Conservation Standards (ECS) program. Flexibilities could include market-based approaches such as those used to set average efficiency standards, feebate programs, or other approaches that may reduce compliance costs and/or increase consumer choice while preserving or enhancing appliance efficiency. This RFI discusses key issues and requests feedback on the possible design of such a program. DOE additionally requests feedback on possible economic efficiency gains, impacts on consumer and manufacturer costs and on energy savings, and suggestions for a pilot product category and/or phase-in of revisions across the ECS program. DOE also requests feedback on any potential challenges associated with designing and implementing any of these flexible program approaches as well as possible solutions.
Notice of Orders Issued Under Section 3 of the Natural Gas Act During October 2017
The Office of Fossil Energy (FE) of the Department of Energy gives notice that during October 2017, it issued orders granting authority to import and export natural gas, to import and export liquefied natural gas (LNG), to amend long-term authority, and to vacate authority. These orders are summarized in the attached appendix and may be found on the FE Web site at https://energy.gov/fe/listing- doefe-authorizationsorders-issued-2017. They are also available for inspection and copying in the U.S. Department of Energy (FE-34), Division of Natural Gas Regulation, Office of Regulation and International Engagement, Office of Fossil Energy, Docket Room 3E-033, Forrestal Building, 1000 Independence Avenue SW., Washington, DC 20585, (202) 586-9478. Coordination of Protection Systems for Performance During Faults and Specific Training for Personnel Reliability Standards
The Federal Energy Regulatory Commission (Commission) proposes to approve Reliability Standards PRC-027-1 (Coordination of Protection Systems for Performance During Faults) and PER-006-1 (Specific Training for Personnel) submitted by the North American Electric Reliability Corporation (NERC). The purpose of proposed Reliability Standard PRC- 027-1 is to maintain the coordination of protection systems installed to detect and isolate faults on bulk electric system elements, such that those protection systems operate in the intended sequence during faults. The purpose of proposed Reliability Standard PER-006-1 is to ensure that personnel are trained on specific topics essential to reliability to perform or support real-time operations of the bulk electric system. In addition, the Commission proposes to direct NERC to develop certain modifications to proposed Reliability Standard PRC-027- 1.
Public Availability of Department of Energy FY 2016 Service Contract Inventory
In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the Department of Energy (DOE) is publishing this notice to advise the public on the availability of the FY 2016 Service Contract inventory. This inventory provides information on service contract actions over $25,000 that DOE completed in FY 2016. The inventory has been developed in accordance with guidance issued by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). FY 2016 government-wide service contract inventory can be found at https://www.acquisition.gov/service-contract-inventory. The Department of Energy's service contract inventory data is included in the government-wide inventory posted on the above link and the government- wide inventory can be filtered to display the inventory data for the Department.
