Proposed Agency Information Collection
The Department of Energy (DOE) has submitted to the Office of Management and Budget (OMB) for clearance, a proposal for collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will support the administration and enforcement of the Department of Energy's regulations, issued pursuant to section 705 of the Defense Production Act of 1950 as amended (EPAS regulation). The collection assures the availability of records for at least 3 years of transactions that are directly related to the placement of contracts or purchase orders under the EPAS regulation by contractors with suppliers to acquire items (materials, products, and services) needed to fill defense orders. Such records would include administrative, accounting, purchasing, scheduling, production, and shipping records, the receipt and acceptance or rejection of contractors' orders by suppliers, and any other relevant and material record to evidence the timely production and delivery of items.
Notice of Petition for Waiver of Apple, Inc., Microsoft Corporation, Poin2 Lab, and Hefei Bitland Information Technology Co., Ltd. From the Department of Energy External Power Supplies Test Procedure and Grant of Interim Waiver
This notice announces receipt of and publishes petitions for waivers from Apple, Inc. (``Apple''), Microsoft Corporation (``Microsoft''), Poin2 Lab (``Poin2''), and Hefei Bitland Information Technology Co., Ltd. (``Bitland'') (collectively, ``the petitioners'') seeking an exemption from specific portions of the U.S. Department of Energy's (``DOE's'') test procedure for determining external power supply (``EPS'') energy efficiency. The waiver requests pertain to adaptive EPSs that support a particular International Electrotechnical Commission standard. Under the existing DOE test procedure, the average active mode efficiency of an adaptive EPS must be tested at both its lowest and highest achievable output voltages. The petitioners contend that since their products operate above 2 amps current at the lowest achievable output voltages under rare conditions and for only brief periods of time, the suggested alternative testing approach detailed in their waiver petition requests is needed to measure the active mode efficiency of their products in a representative manner. DOE is granting the petitioners with an interim waiver from the DOE EPS test procedure for the specified basic models of EPSs, subject to use of the alternative test procedure as set forth in this document and is soliciting comments, data, and information concerning the petitions and the suggested alternate test procedure.
Commission Information Collection Activities (FERC Form No. 2 and FERC Form No. 2-A); Comment Request
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collection [FERC Form No. 2 (Major Natural Gas Pipeline Annual Report) and FERC Form No. 2-A (Non-major Natural Gas Pipeline Annual Report).] to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued a Notice April 11, 2017, in the Federal Register requesting public comments. The Commission received no comments on these collections and is making this notation in its submittal to OMB.
Notice of Petition for Waiver of New Shunxiang Electrical Appliance Co., Ltd., From the Department of Energy Refrigerator, Refrigerator-Freezer, Freezer Test Procedures
This notice announces receipt of and publishes a petition for waiver from New Shunxiang Electrical Appliance Co., Ltd. (``New Shunxiang''), seeking an exemption from specified portions of the U.S. Department of Energy (``DOE'') test procedure for determining the energy consumption of refrigerators and refrigerator-freezers under the regulations. New Shunxiang contends that the DOE test procedure does not clearly address its basic model JG50-2D1, which combines a compartment intended for storing wine (a cooler compartment) with a beverage cooler (a refrigerator compartment), and has petitioned for a waiver from appendix A. Although New Shunxiang did not propose an alternate test approach for its basic model, DOE has granted waivers for similar products. Therefore, DOE is considering whether to permit New Shunxiang to test and rate its basic model of combination cooler- refrigerator in a manner similar to that which DOE has permitted for other manufacturers with similar products. DOE also solicits comments, data, and information concerning New Shunxiang's petition and on the alternate test procedure detailed in this document.
Notice of Petition for Waiver of ITW Food Equipment Group, LLC From the Department of Energy Commercial Refrigeration Equipment Test Procedures and Grant of Interim Waiver
This notice announces receipt of and publishes a petition for waiver from ITW Food Equipment Group, LLC (ITW) seeking an exemption from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of commercial refrigeration equipment under the regulations for basic models of their Innopod temperature controlled grocery and general merchandise system (Innopod). ITW requests modifications, as specified in its petition for waiver, to the existing DOE test procedure, which references Air- Conditioning, and Refrigeration Institute (ARI) Standard 1200-2006 and Air-Conditioning, Heating, and Refrigeration Institute (AHRI) Standard 1200 (I-P)-2010 that further references American National Standards Institute/American Society of Heating, Refrigerating and Air- Conditioning Engineers (ANSI/ASHRAE) Standard 72. ITW submitted to DOE an alternate test procedure that allows for testing of specified Innopod basic models. This notice also announces that DOE has granted ITW an interim waiver from the DOE commercial refrigeration equipment test procedures for the specified commercial refrigeration equipment basic models, subject to use of the alternative test procedure as set forth in this notice. DOE solicits comments, data, and information concerning ITW's petition and its suggested alternate test procedure.

In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collection [FERC-510 (Application for Surrender of a Hydropower License), FERC-520 (Application for Authority to Hold Interlocking Directorate Positions), FERC-561 (Annual Report of Interlocking Positions), and FERC-583 (Annual Kilowatt Generating Report (Annual Charges))] to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued a Notice in the Federal Register (82 FR 16191, 4/3/2017) requesting public comments. The Commission received no comments on the FERC-510, the FERC-520, the FERC-561, or the FERC- 583 and is making this notation in its submittal to OMB.
Commission Information Collection Activities; Comment Request
The Federal Energy Regulatory Commission (Commission or FERC) previously issued a 60-day Notice in the Federal Register requesting public comments on the revisions to FERC-725A (Mandatory Reliability Standards for the Bulk-Power System), and FERC-725Z (Mandatory Reliability Standards: IRO Reliability Standards). The Commission received no comments. Another unrelated item is currently pending review at the Office of Management and Budget (OMB) under FERC-725A. Only one item per OMB Control No. may be pending OMB review at a time. In order to submit this material for Docket No. RD17-4 timely to OMB, the package will be submitted to OMB under FERC-725Z, and a `placeholder' information collection number, FERC-725A(1C) (Mandatory Reliability Standards for Bulk-Power System: Reliability Standard TOP-001-4) rather than under FERC-725A. In compliance with the requirements of the Paperwork Reduction Act of 1995, the Commission is submitting the FERC-725A(1C) and FERC-725Z to the OMB for review of the revised information collection requirements.
