The U.S. Department of Energy (DOE) is withdrawing its RFI entitled, ``Review of Draft Version of DOE Energy-Water Nexus State Policy Database,'' published in the Federal Register on Monday, June 5, 2017. This RFI sought review and feedback from stakeholders on the draft version of the DOE EnergyWater Nexus State Policy Database, developed by DOE's Office of Energy Policy and Systems Analysis (DOE EPSA). DOE is further reviewing the draft version of the database before determining whether to reissue the RFI seeking public input.

The U.S. Department of Energy (DOE), Office of Fossil Energy (FE) announces its decision in Delfin LNG LLC (Delfin), FE Docket No. 13-147-LNG, to issue DOE/FE Order No. 4028 (Order No. 4028), granting long-term, multi-contract authorization for Delfin to export domestically produced liquefied natural gas (LNG). Delfin seeks authorization to export the LNG in a volume equivalent to approximately 657.5 billion cubic feet per year (Bcf/yr) of natural gas (1.8 billion cubic feet per day (Bcf/d)) by vessel from its proposed floating liquefaction facility to be located in West Cameron Block 167 in the Gulf of Mexico, offshore of Cameron Parish, Louisiana (Liquefaction Facility).\1\ Delfin seeks to export this LNG for a 20-year term to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries). Order No. 4028 is issued under section 3(a) of the Natural Gas Act (NGA) and DOE's regulations. Because the floating Liquefaction Facility will be a ``deepwater port'' within the meaning of the Deepwater Port Act of 1974, as amended,\2\ the Liquefaction Facility requires a deepwater port license from the U.S. Department of Transportation's Maritime Administration (MARAD). DOE participated as a cooperating agency with MARAD, in conjunction with the U.S. Coast Guard (USCG), in preparing an Environmental Impact Statement (EIS) analyzing the potential environmental impacts that would result from the proposed Liquefaction Facility and related onshore facilities (Delfin Onshore Facility) \3\ (collectively, the Delfin Liquefaction Project).

This notice announces receipt of a petition from Acuity Brands (Acuity) seeking a waiver from specific portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of illuminated exit signs. Acuity seeks to use an alternate test procedure to address issues involved in testing certain basic models of illuminated exit signs identified in its petition. Acuity contends that its combination illuminated exit signs cannot be accurately tested using the currently applicable DOE test procedure. Although Acuity has proposed an alternate test procedure, DOE is proposing a different alternate test procedure to test and rate specified Acuity basic models in this notice. DOE solicits comments, data, and information concerning Acuity's petition and DOE's proposed alternate test procedure.

The Department of Energy (DOE) gives notice of a Request for Information (RFI): ``Review of Draft Version of DOE Energy-Water Nexus State Policy Database.'' This RFI seeks review and feedback from stakeholders on the draft version of the DOE Energy-Water Nexus State Policy Database, including over 1,700 state-level water policies that affect energy systems. The database is being developed by DOE's Office of Energy Policy and Systems Analysis (DOE-EPSA). The draft or ``beta'' version of the database is presented as a web tool at https:// energywaterpolicy.org. Categories of policies in the database include surface water rights; groundwater rights; water discharge regulations for power plant cooling water effluent, stormwater, and wastewater from oil and gas production; Underground Injection Control (UIC) program regulations; state water plans; regional watershed commissions; reservoir and river operations; and integrated energy and water policies. The goals of the database are to facilitate improved policy analysis, modeling, visualization, and communication by states, industry, utilities, academia, federal agencies, and other stakeholders.
