The U.S. Department of Energy (DOE or Department) has initiated the second Quadrennial Technology Review (QTR). The DOE-QTR- 2015 Framing Document has been developed as a principle means of facilitating stakeholder engagement in the QTR process. The framing document describes the Nation's energy landscape and challenges, important research, development, demonstration and deployment (RDD&D) opportunities across energy supply and end-uses in working towards addressing U.S. energy-linked economic, environmental, and national security challenges. The insight gained from QTR process will provide essential information for decision-makers as they develop funding decisions, approaches to public-private partnerships, and other strategic actions over the next five years.

Wind and Water Power Program: Guidance and Application for Hydroelectric Incentive Payments

The U.S. Department of Energy (DOE) is publishing Guidance for the EPAct 2005 Section 242 Program. The guidance describes the hydroelectric incentive payment requirements and explains the type of information that owners or authorized operators of qualified hydroelectric facilities can provide DOE when applying for hydroelectric incentive payments. This incentive is available for electric energy generated and sold for a specified 10-year period as authorized under section 242 of the Energy Policy Act of 2005. In Congressional appropriations for Federal fiscal year 2014, DOE received funds to support this hydroelectric incentive program for the first time. At this time, DOE is only accepting applications from owners and authorized operators of qualified hydroelectric facilities for hydroelectricity generated and sold in calendar year 2013.

The Department of Energy (DOE) has submitted to the Office of Management and Budget (OMB) for clearance, pursuant to the Paperwork Reduction Act of 1995, a three-year extension to its collection of information titled: Budget Justification, OMB No. 1910-5162. The proposed collection will establish application consistency for numerous Grant and Cooperative Agreement application packages from potential and chosen recipients. This effort will also streamline processes and provide applicants with a clear and straightforward tool to assist with project budgeting. In addition it will endow DOE reviewers with adequate information to determine if proposed costs are allowable, allocable, and reasonable.

The U.S. Department of Energy (DOE) Advanced Research Projects Agency-Energy (ARPA-E) announces the availability of the Engineered High Energy Crop (EHEC) Programs Draft Programmatic Environmental Impact Statement (or Draft PEIS) (DOE/EIS-0481). DOE also announces one in-person public hearing to be held in Washington, DC, and two Web- based public hearings, to receive comments on the Draft PEIS. The Draft PEIS evaluates the potential environmental impacts associated with DOE's Proposed Action to implement one or more programs to catalyze the development and demonstration of crops specifically engineered for increased energy production. A main component of the proposed programs would be providing financial assistance to conduct field trials to test the effectiveness of EHECs in the Southeastern United States, specifically in Alabama, Florida (excluding the Everglades/Southern Florida coastal plain ecoregion), Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia.

The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes that the U.S. Department of Justice (DOJ) make a determination on the impact, if any, on the lessening of competition likely to result from a U.S. Department of Energy's (DOE) proposed rule for energy conservation standards and that DOE publish the determination in the Federal Register. DOE published its final rule for energy conservation standards for commercial clothes washers on December 15, 2014, and is publishing the determination that DOJ made on the proposed rule.

On December 12, 2014, pursuant to authority delegated to the Director, Office of Energy Policy and Innovation, a data request was issued to each ISO and RTO regarding the effect on the reliable and efficient operations of natural gas-fired generators of the current 9 a.m. CCT start to the Gas Day. The requests seek data from the ISOs/ RTOs with respect to derates by natural gas generators during the morning ramp period. This notice extends the deadline to submit answers in response to these data requests.

On December 10, 2014, the Department of Energy (DOE) published a notice of data availability (NODA) which presented a provisional analysis that estimates the potential economic impacts and energy savings that could result from promulgating a regulatory energy conservation standard for commercial and industrial fans and blowers. DOE did not propose any energy conservation standard for commercial and industrial fans and blowers. However, DOE published its analysis and the underlying assumptions and calculations, which may ultimately support a proposed standard, for stakeholder review. In response to requests by stakeholders, the comment period for the NODA is being extended to February 25, 2015.
