Fiscal Year (FY) 2016-2017 Proposed Power and Transmission Rate Adjustments Public Hearing and Opportunities for Public Review and Comment
BPA is holding a consolidated rate proceeding, Docket No. BP- 16, to establish power and transmission rates for FY 2016-2017. The Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) provides that BPA must establish and periodically review and revise its rates so that they recover, in accordance with sound business principles, the costs associated with the acquisition, conservation, and transmission of electric power, including amortization of the Federal investment in the Federal Columbia River Power System (FCRPS) over a reasonable number of years, and BPA's other costs and expenses. The Northwest Power Act also requires that BPA's rates be established based on the record of a formal hearing, and for transmission rates only, that the costs of the Federal transmission system be equitably allocated between Federal and non-Federal power utilizing the system. By this notice, BPA announces the commencement of a power and transmission rate adjustment proceeding for power, transmission, control area services, and ancillary services rates to be effective on October 1, 2015.
Energy Conservation Standards for Miscellaneous Refrigeration Products: Public Meeting and Availability of the Preliminary Technical Support Document
The U.S. Department of Energy (DOE) will hold a public meeting to discuss and receive comments on the preliminary analysis it has conducted for purposes of establishing energy conservation standards for miscellaneous refrigeration products. The meeting will cover the analytical framework, models, and tools that DOE is using to evaluate whether to set standards for these products; the results of preliminary analyses performed by DOE for the products; the potential energy conservation standard levels derived from these analyses that DOE could consider for these products; and any other issues relevant to the development of energy conservation standards for miscellaneous refrigeration products. In addition, DOE encourages written comments on these subjects. To inform interested parties and to facilitate this process, DOE has prepared an agenda, a preliminary technical support document (TSD), and briefing materials, which are available on the DOE Web site at: https://www1.eere.energy.gov/buildings/appliance_standards/ rulemaking.aspx/ruleid/71.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Davis-Bacon Semi-annual Labor Compliance Report collection. The collection requests information from certain financial assistance grantees, loan guarantee and loan borrowers, and the Department of Energy Management and Operation (M&O) and Facilities Management Contractors for contract administration and management oversight. The information collection is necessary to allow DOE to comply with a reporting requirement placed on all Federal agencies administering programs subject to the Davis-Bacon Act wage provisions. Department of Labor regulation at 29 CFR 5.7(b) requires all Federal agencies administering programs subject to the Davis-Bacon Act wage provisions to submit to the Department of Labor a semi-annual compliance and enforcement report. In order for the Department of Energy (DOE) to comply with this reporting requirement, it must collect information from certain financial assistance grantees, Loan and Loan Guarantee Borrowers, DOE M&O contractors, and DOE Facilities Management contractors that administer DOE programs subject to Davis-Bacon Act requirements. DOE will ask each of these entities to report to DOE the information it is required to report to DOL on a semi-annual (every 6 months) basis. DOE must ultimately report all this information in a report to DOL, including information on the number of Davis-Bacon Act compliance and enforcement investigations conducted and whether violations were found.
Energy Efficiency Program for Commercial and Industrial Equipment: Energy Conservation Standards for Small, Large, and Very Large Air-Cooled Commercial Package Air Conditioning and Heating Equipment
On September 30, 2014, the U.S. Department of Energy (DOE) published a notice of proposed rulemaking for small, large, and very large air-cooled commercial package air conditioning and heating equipment in the Federal Register. This document announces the reopening of the public comment period for submitting comments and data on the proposed rulemaking, associated technical support document (TSD), or any other aspect of the rulemaking for small, large, and very large air-cooled commercial package air conditioning and heating equipment. The reopened comment period ends December 22, 2014.
Energy Conservation Program: Test Procedures for Commercial Clothes Washers
On February 11, 2014, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for commercial clothes washers (CCWs). That proposed rulemaking serves as the basis for today's action. DOE is issuing a final rule making a technical correction to the certification reporting requirements for CCWs established under the Energy Policy and Conservation Act (EPCA), adopting a new test procedure to be used to determine compliance with any revised energy conservation standards for CCWs, and clarifying the dates for which the current and new test procedures must be used to determine compliance with existing energy conservation standards and any future revised energy conservation standards for CCWs.
Energy Conservation Program: Test Procedures for Conventional Cooking Products
On January 18, 2013, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to revise its test procedures for cooking products established under the Energy Policy and Conservation Act. The NOPR proposed a change to the test equipment that would allow for measuring the energy efficiency of induction cooking tops and ranges. To address issues raised in comments regarding the NOPR, DOE conducted additional research and analysis. In this supplemental notice of proposed rulemaking (SNOPR), DOE modifies its proposal to change the test equipment to allow for measuring the energy efficiency of induction cooking tops and proposes to add an additional test block size for electric surface units with large diameters (both induction and electric resistance). In addition, DOE proposes methods to test non-circular electric surface units, electric surface units with flexible concentric cooking zones, and full-surface induction cooking tops. In this SNOPR, DOE also proposes amendments to add a larger test block size to test gas surface units with higher input rates. DOE also proposes to incorporate methods for measuring conventional oven volume, to clarify that the existing oven test block must be used to test all ovens regardless of input rate, and to measure the energy consumption and efficiency of conventional ovens equipped with an oven separator. Additionally, DOE is proposing technical corrections to the units of measurement in certain calculations and the annual useful cooking energy output for gas cooktops.
Data Privacy and the Smart Grid: A Voluntary Code of Conduct
The Department of Energy (DOE), Office of Electricity Delivery and Energy Reliability will conduct a webinar on December 11, 2014, to conclude the development phase of a Voluntary Code of Conduct (VCC) for utilities and third parties regarding the privacy of customer energy usage data. The webinar will summarize changes made to the VCC concepts and principles as a result of public comments. In addition, a proposed implementation plan and adoption process will be presented as well as preliminary results from focus groups conducted to gauge consumer sentiment.

Sempra LNG Marketing, LLC; Application for Blanket Authorization To Export Previously Imported Liquefied Natural Gas on a Short-Term Basis
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on October 24, 2014, by Sempra LNG Marketing, LLC (Sempra LNG Marketing), requesting blanket authorization to export liquefied natural gas (LNG) previously imported into the United States from foreign sources in an amount up to the equivalent of 250 billion cubic feet (Bcf) of natural gas on a short-term or spot market basis for a two-year period commencing on February 1, 2015.\1\ Sempra LNG Marketing seeks authorization to export the LNG from the Cameron LNG Terminal, in Cameron Parish, Louisiana, to any country with the capacity to import LNG via ocean-going carrier and with which trade is not prohibited by U.S. law or policy. Sempra LNG Marketing states that it does not seek authorization to export any domestically produced natural gas or LNG, and notes that it currently holds a blanket authorization to import LNG from various international sources by vessel in an amount up to the equivalent of 800 Bcf of natural gas.\2\ The Application was filed under section 3 of the Natural Gas Act (NGA). Pick-Sloan Missouri Basin Program-Eastern Division-Rate Order No. WAPA-168
This action extends the existing transmission and ancillary services rates for the Pick-Sloan Missouri Basin ProgramEastern Division (P-SMBED) through December 31, 2016. The existing Rate Schedules UGP-NT1, UGP-FPT1, UGP-NFPT1, UGP-AS1, UGP-AS2, UGP-AS3, UGP- AS4, UGP-AS5, UGP-AS6, UGP-AS7, and UGP-TSP1 are set to expire on December 31, 2014. These transmission and ancillary services rate schedules contain formula rates that are calculated annually using updated financial and load information.

DOE Response to Recommendation 2014-1 of the Defense Nuclear Facilities Safety Board, Emergency Preparedness and Response

Proposed Agency Information Collection
The Department of Energy (DOE) invites public comment on a proposed collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. This proposed information collection is in support of a new voluntary partnership program being developed by the Department aimed at making the nation's energy system more resilient to extreme weather and climate change. Comments are invited on: (a) whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
