Appliance Standards and Rulemaking Federal Advisory Committee
Pursuant to Section 14(a)(2)(A) of the Federal Advisory Committee Act (Pub. L. 92-463), and in accordance with Title 41 of the Code of Federal Regulations, section 102-3.65(a), and following consultation with the Committee Management Secretariat, General Services Administration, notice is hereby given that the Appliance Standards and Rulemaking Federal Advisory Committee's (ASRAC) charter is being renewed. The Committee will provide advice and recommendations to the Secretary of Energy on matters concerning the DOE's Appliances and Commercial Equipment Standards Program's (Program) test procedures and rulemaking process. Additionally, the renewal of the ARSAC has been determined to be essential to conduct business of the Department of Energy's and to be the in the public interest in connection with the performance of duties imposed upon the Department of Energy, by law and agreement. The Committee will continue to operate in accordance with the provisions of the Federal Advisory Committee Act, the rules and regulations in implementation of that Act.

Energy Conservation Program: Test Procedures for Refrigerators, Refrigerator-Freezers, and Freezers
On July 10, 2013, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for refrigerators, refrigerator-freezers, and freezers. That proposed rulemaking serves as the basis for this action. This final rule amends the test procedure that will be required for the testing of these products starting on September 15, 2014. The amendments include test procedures for products with multiple compressors and an alternative method for measuring and calculating energy consumption for refrigerator-freezers and refrigerators with freezer compartments. DOE is also amending certain aspects of the test procedure in order to ensure better test accuracy and repeatability. This final rule does not address the proposal's approach regarding the measurement of energy use associated with ice making, nor does it address the proposed treatment of built-in products, as DOE plans to address these topics in a future rule.
Energy Conservation Program: Test Procedure for Commercial Refrigeration Equipment
In this final rule, the U.S. Department of Energy (DOE) revises and reorganizes its test procedure for commercial refrigeration equipment (CRE) to clarify certain terms, procedures, and compliance dates to improve the repeatability and remove ambiguity from the CRE test procedure. In this final rule, DOE also addresses a number of test procedure clarifications that arose as a result of the negotiated rulemaking process for certification of commercial heating, ventilation, air conditioning, refrigeration, and water heating equipment.
Hawaii Clean Energy Draft Programmatic Environmental Impact Statement
The U.S. Department of Energy (DOE) announces the availability of the Hawaii Clean Energy Draft Programmatic Environmental Impact Statement (Hawaii Clean Energy Draft PEIS or Draft PEIS) (DOE/EIS- 0459). DOE also announces eight public hearings to receive comments on the Draft PEIS. The Draft PEIS evaluates the potential environmental impacts associated with 31 energy efficiency activities and renewable energy technologies that could assist the State of Hawaii in meeting the goals established under the Hawaii Clean Energy Initiative (HCEI).

The Board provides the Assistant Secretary for Environmental Management (EM) with information, advice, and recommendations concerning issues affecting the EM program at various sites. These site-specific issues include clean-up standards and environmental restoration; waste management and disposition; stabilization and disposition of non-stockpile nuclear materials; excess facilities; future land use and long-term stewardship; risk assessment and management; and clean-up science and technology activities. Additionally, the renewal of the Environmental Management Site- Specific Advisory Board has been determined to be essential to conduct the Department of Energy's business and to be in the public interest in connection with the performance of duties imposed on the Department of Energy, by law and agreement. The Board will operate in accordance with the provisions of the Federal Advisory Committee Act, and rules and regulations issued in implementation of that Act.
