Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission issued a Notice in the Federal Register (77 FR 77067, 12/31/2012) requesting public comments. FERC received no comments on the FERC-556 and is making this notation in its submittal to OMB.

The U.S. Department of Energy (DOE) announces the availability of the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (Draft ULP PEIS, DOE/EIS-0472D), for public comment. DOE is also announcing the dates, times, and locations for public hearings to receive comments on the Draft ULP PEIS. DOE has prepared the Draft ULP PEIS pursuant to the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality's (CEQ's) NEPA regulations (40 CFR parts 1500-1508), and DOE's NEPA implementing procedures (10 CFR part 1021) to analyze the reasonably foreseeable potential environmental impacts, including the site-specific impacts, of the range of reasonable alternatives for the management of the ULP. DOE's ULP administers 31 tracts of land covering an aggregate of approximately 25,000 acres (10,000 ha) in Mesa, Montrose, and San Miguel Counties in western Colorado for exploration, mine development, operations, and reclamation of uranium mines. The cooperating agencies on this ULP PEIS are the: U.S. Department of the Interior (DOI), Bureau of Land Management (BLM); U.S. Environmental Protection Agency (EPA); Colorado Department of Transportation; Colorado Division of Reclamation, Mining, and Safety; Colorado Parks and Wildlife ; Mesa County Commission; Montrose County Commission; San Juan County Commission; San Miguel County Board of Commissioners; Pueblo of Acoma Tribe; Pueblo de Cochiti Tribe; Pueblo de Isleta Tribe; Navajo Nation; and Southern Ute Indian Tribe.

In this order on rehearing and clarification, the Federal Energy Regulatory Commission (the Commission) clarifies that: Balancing Authorities and their Authority Services will have until 60 days after publication of this order to implement the validation requirements of Order No. 771; validation of e-Tags means that the Sink Balancing Authority, through its Authority Service, must reject any e-Tags that do not correctly include the Commission in the CC field; the requirement for the Commission to be included in the CC field on the e- Tags applies only to e-Tags created on or after March 15, 2013; the Commission will deem all e-Tag information made available to the Commission pursuant to Order No. 771 as being submitted pursuant to a request for privileged and confidential treatment under 18 CFR 388.112; the Commission is to be afforded access to the Intra-Balancing Authority e-Tags in the same manner as interchange e-Tags; and the requirement on Balancing Authorities to ensure Commission access to e- Tags pertains to the Sink Balancing Authority and no other Balancing Authorities that may be listed on an e-Tag.

This notice announces receipt of a petition for waiver from Samsung Electronics America, Inc. (Samsung) regarding specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of electric refrigerators and refrigerator-freezers. In its petition, Samsung provides an alternate test procedure that is the same as the test procedure DOE published in a final rule setting out testing requirements for manufacturers to follow starting in 2014. DOE solicits comments, data, and information concerning Samsung's petition and the suggested alternate test procedure. Today's notice also grants Samsung an interim waiver from the electric refrigerator and refrigerator-freezer test procedure, subject to use of the alternative test procedure set forth in this notice.
Energy Conservation Program: Data Collection and Comparison With Forecasted Unit Sales of Five Lamp Types

The U.S. Department of Energy (DOE) is informing the public of its collection of shipment data and creation of spreadsheet models to provide comparisons between actual and benchmark estimate unit sales of five lamp types (i.e., rough service lamps, vibration service lamps, 3- way incandescent lamps, 2,601-3,300 lumen general service incandescent lamps, and shatter-resistant lamps), which are currently exempt from energy conservation standards. As the actual sales do not exceed the forecasted estimate by 100 percent for any lamp type (i.e., the threshold triggering a rulemaking for an energy conservation standard for that lamp type has not been exceeded), DOE has determined that no regulatory action is necessary at this time. However, DOE will continue to track sales data for these exempted lamps. Relating to this activity, DOE has prepared, and is making available on its Web site, a spreadsheet showing the comparisons of anticipated versus actual sales, as well as the model used to generate the original sales estimates.

The EIA has submitted the Financial Reporting EIA-28 Survey package to the Office of Management and Budget (OMB) for clearance under the provisions of the Paperwork Reduction Act of 1995. The Financial Reporting System, Form EIA-28 collects data used to analyze the energy industry's competitive environment as well as energy industry resource development, supply distribution, and profitability issues. This is a request to conduct a comprehensive voluntary evaluation of an existing data collection to inform a future redesign of the EIA-28. This future redesign will measure upstream oil and gas costs for exploration and production for U.S. companies' foreign and domestic operations. In order to successfully inform this redesign, EIA will assess the feasibility of collecting and measuring upstream oil and gas costs for exploration and production for U.S. energy companies' foreign and domestic operations. EIA will work to identify the policy goals and data needs of its stakeholders with respect to the collection and measurement of upstream oil and gas costs. The goal of this evaluation is to collect enough data to successfully inform the future redesign of the EIA-28.

The U.S. Department of Energy (DOE or the Department) is giving notice that the Appliance Standards and Rulemaking Federal Advisory Committee (ASRAC) intends to establish a working group in accordance with the Federal Advisory Committee Act (FACA) and the Negotiated Rulemaking Act (NRA) to negotiate certification requirements of commercial heating, ventilation, and air-conditioning (HVAC), water heating (WH), and refrigeration equipment. The purpose of the working group will be to discuss and, if possible, reach consensus on proposed certification requirements for commercial HVAC, WH, and refrigeration equipment, as authorized by the Energy Policy and Conservation Act of 1975, as amended. The working group members will be representatives of parties having a defined stake in the outcome of the proposed certification requirements, and will consult with a range of experts on technical issues.
Energy Conservation Program: Test Procedures for Television Sets

On January 19, 2012, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) in which DOE proposed a new test procedure for television sets (TVs). To address comments in response to the NOPR, DOE conducted additional research and analysis, which is incorporated in today's supplemental notice of proposed rulemaking (SNOPR). DOE also incorporated elements from the draft Consumer Electronics Association (CEA) standard ``CEA-2037-A, Determination of Television Average Power Consumption'' into the SNOPR. In today's SNOPR, DOE proposes to update the input power requirements in the TVs test procedure NOPR by referencing International Electrotechnical Commission (IEC) Standard 62301 Ed. 2.0, ``Household electrical appliancesMeasurement of standby power.'' The SNOPR also proposes to include example accuracy tolerance calculations for light measuring devices (LMD). Additionally, DOE proposes to update the video source input cable hierarchy in the test procedure, as well as specify the TV input terminal for testing. Further, today's SNOPR clarifies TV warm-up and stabilization prior to testing, removes the standby-active, high mode test, includes a test for standby-active, low mode, updates the test order, and provides details for testing TVs shipped with Automatic Brightness Control (ABC) enabled. Finally, today's SNOPR adds rounding requirements to the TV test procedure NOPR that provide guidance for any calculated values used for representation in multiple metric outputs, including an annual energy consumption metric. The multiple metric outputs will also be subject to a sampling plan in today's SNOPR. DOE will hold a public meeting to receive and discuss comments on the proposal.

The U.S. Department of Energy (DOE) is announcing its preferred alternative for wastes contained in underground radioactive waste storage tanks evaluated in the Final Tank Closure and Waste Management Environmental Impact Statement for the Hanford Site, Richland, Washington (Final TC & WM EIS, DOE/EIS-0391, December 2012). With regard to those wastes that, in the future, may be properly and legally classified as mixed transuranic waste (mixed TRU waste) \1\ DOE's preferred alternative is to retrieve, treat, package, and characterize and certify the wastes for disposal at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, a geologic repository for the disposal of mixed TRU waste generated by atomic energy defense activities. This Notice supplements DOE's expression of its preferred alternatives identified in the Final TC & WM EIS in Section S.7 of the Summary, and in Chapter 2, Section 2.12, of Volume 1.
