The U.S. Department of Energy (DOE) will hold a public meeting to discuss and receive comments on: the product classes that DOE plans to analyze for purposes of amending energy conservation standards for general service fluorescent lamps (GSFLs) and incandescent reflector lamps (IRLs); the analytical framework, models, and tools that DOE is using to evaluate standards for GSFLs and IRLs; the results of preliminary analyses DOE performed for these products; and potential energy conservation standard levels derived from these analyses that DOE could consider for GSFLs and IRLs. DOE encourages written comments on these subjects. To inform interested parties and facilitate this process, DOE has prepared an agenda, a preliminary technical support document (TSD), and briefing materials, which are available on regulations.gov, docket number EERE-2011-BT-STD-0006 at www.regulations.gov/#!docketDetail;D=EERE-2011-BT-STD-0006.

In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-577, Natural Gas Facilities: Environmental Review and Compliance (formerly Gas Pipeline Certificates: Environmental Impact Statement). The FERC is proposing to change the title of the report to more accurately reflect the nature of the information being collected.

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application) filed on December 19, 2012, by Pangea LNG (North America) Holdings, LLC (Pangea), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in an amount up to the equivalent of 398.5 billion cubic feet (Bcf) per year (Bcf/y) of natural gas (equal to 1.09 Bcf/day of natural gas), the equivalent of 8 million metric tons per annum (mtpa), from its proposed South Texas LNG Export Project (ST LNG Project) located at the Port of Corpus Christi in Ingleside, Texas. Pangea requests this authorization for a 25-year term commencing on the earlier of the date of first export or seven years from the date the requested authorization is granted. The LNG would be exported to any country (1) with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, (2) that has developed or in the future develops the capacity to import LNG via ocean-going carrier, and (3) with which trade is not prohibited by U.S. law or policy. Pangea is requesting this authorization to export LNG both on its own behalf and as agent for other parties who hold title to the LNG at the point of export. The Application was filed under section 3 of the Natural Gas Act (NGA). Protests, motions to intervene, notices of intervention, and written comments are invited.

Notice is hereby given to an intent to grant to Intrepid Robotics, Inc., of Houston, Texas, an exclusive license to practice the inventions described in U.S. Patent No. 8,122,780, entitled ``Explosion Proof Vehicle for Tank Inspection''. The invention is owned by the United States of America, as represented by the U.S. Department of Energy (DOE).

In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3506(c)(2)(A), the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-539, Gas Pipeline Certificates: Import/Export Related.

This notice announces a meeting of the Environmental Management Site-Specific Advisory Board (EM SSAB), Oak Ridge Reservation. The Federal Advisory Committee Act (Pub. L. 92-463, 86 Stat. 770) requires that public notice of this meeting be announced in the Federal Register.

This action is a proposal to extend the existing Washoe Project, Stampede Powerplant (Stampede) non-firm power formula rate, Schedule SNF-7, through September 30, 2017. The existing formula rate will expire July 31, 2013.

The U.S. Department of Energy (DOE) is initiating a rulemaking and data collection process to consider amending energy conservation standards for packaged terminal air conditioners (PTACs) and packaged terminal heat pumps (PTHPs). DOE will hold a public meeting to discuss and receive comments on its planned analytical approach and issues it will address in this rulemaking proceeding. DOE welcomes written comments and relevant data from the public on any subject within the scope of this rulemaking. To inform interested parties and to facilitate this process, DOE has prepared a framework document that details the analytical approach and identifies several issues on which DOE is particularly interested in receiving comments.

Notice is hereby given that two documents are publicly available and the Department of Energy is requesting public comments. The documents are the Electricity Distribution System Workshop Discussion Summary and the Electricity Transmission System Workshop Discussion Summary.
