Big Eddy-Knight Transmission Project

This notice announces the availability of the ROD to implement the Big Eddy-Knight Transmission Project in Wasco County, Oregon and Klickitat County, Washington. Construction of the Big Eddy-Knight Transmission Project will accommodate long-term firm transmission requests that BPA has received by increasing BPA's 500-kV transmission capability to move power from the east side of the Cascade Mountains (along the Oregon/Washington border) to load centers (such as Portland, Oregon) on the west side of the Cascades and to major transmission lines serving California. As described in the Big Eddy-Knight Transmission Project Final Environmental Impact Statement (EIS) (DOE/EIS-0421, July 2011), this project consists primarily of constructing a new, approximately 28- mile-long, 500-kilovolt (kV) transmission line and ancillary facilities between BPA's existing Big Eddy Substation in The Dalles, Oregon, to a proposed new Knight Substation that would be connected to an existing BPA line about 4 miles northwest of Goldendale, Washington. For the transmission line, BPA has decided to build East Alternative Option 3. For the first 14 miles, the line will use double-circuit towers (combining the new line and an existing line on one set of towers) mostly on existing right-of-way. The remaining 14 miles of the new line will be built with single-circuit towers in a newly-established 150- foot wide transmission line right-of-way. BPA has also decided to build the small (about 1 mile) realignment of the East Alternative on the Oregon side of the Columbia River, as described in the final EIS. For the proposed new Knight Substation, BPA has decided to build Knight Substation on Site 1, which is on private property about 0.5 mile west of Knight Road. For the fiber optic cable necessary for system communications, BPA has decided to build the Loop Back Option, which will string fiber optic cable on the new transmission towers from BPA's Big Eddy Substation to the new Knight Substation and back again. The project also includes new equipment at BPA's existing Big Eddy and Wautoma substations. BPA will install about 134 new lattice-steel transmission towers that will have an average span length between towers of about 1,200 feet. The double-circuit towers that will be used for the first 14 miles will range in height from about 170-250 feet tall; the single-circuit towers that will be used for the last 14 miles will be about 108-200 feet tall. The towers on either side of the Columbia River will be about 407 feet tall on the Oregon side and 232 feet tall on the Washington side. The conductor, fiber optic cable, and overhead ground wire for the new transmission line will be placed on these towers, and counterpoise (which takes any lightning charge from the overhead ground wire and dissipates it into the earth) will be buried in the ground at select towers. Marker balls will be placed on the overhead ground wire across the Columbia River and bird diverters will be installed on overhead ground wire at select locations. The towers on either side of the Columbia River will have lighting for aircraft safety. Road construction will include about 16 miles of new road, 9 miles of temporary road, 13 miles of existing road improvements, and 62 culverts in intermittent streams (many stream crossings will have more than 1 culvert). In addition, portions of county roads that will be used to access the line route will be improved as necessary. All mitigation measures identified in the EIS that are applicable to the selected alternative are adopted.
Energy Conservation Program: Compliance Certification for Electric Motors

This final rule provides a new means for manufacturers of electric motors and their private labelers to prepare and submit Compliance Certification information to the Department of Energy (DOE or the ``Department'') through an electronic Web-based tool, the Compliance and Certification Management System (CCMS). The CCMS is the preferred mechanism for submitting Compliance Certification information for electric motors covered under the Energy Policy and Conservation Act (EPCA), as amended. This rule is also being issued to correct the sample Compliance Certification form currently located in Appendix C to Subpart B of 10 CFR Part 431 to be consistent with the Energy Independence and Security Act of 2007 (EISA 2007) energy conservation standards. Additionally, this rule updates the address and contact information used to submit Compliance Certification information through certified mail to DOE.
Interpretation of Transmission Planning Reliability Standard

On November 17, 2009, the North American Electric Reliability Corporation (NERC) submitted a petition requesting approval of NERC's interpretation of Requirement R1.3.10 of Commission-approved transmission planning Reliability Standard TPL-002-0 (System Performance Following Loss of a Single Bulk Electric System Element). In a March 2010 Notice of Proposed Rulemaking (NOPR), the Commission proposed to reject NERC's proposed interpretation, and instead proposed an alternative interpretation of Requirement R1.3.10 of Reliability Standard TPL-002-0. As a result of the comments received in response to the proposal, the Commission declines to adopt the NOPR proposal and approves NERC's proposed interpretation. In addition, as proposed by several commenters, the Commission directs NERC and Commission staff to initiate a process to identify any reliability issues, as discussed below.

Version 4 Critical Infrastructure Protection Reliability Standards

Under section 215 of the Federal Power Act, the Federal Energy Regulatory Commission (Commission) proposes to approve eight modified Critical Infrastructure Protection (CIP) Reliability Standards, CIP- 002-4 through CIP-009-4, developed and submitted to the Commission for approval by the North American Electric Reliability Corporation (NERC), the Electric Reliability Organization certified by the Commission. In general, the CIP Reliability Standards provide a cybersecurity framework for the identification and protection of ``Critical Cyber Assets'' to support the reliable operation of the Bulk-Power System. Proposed Reliability Standard CIP-002-4 requires the identification and documentation of Critical Cyber Assets associated with Critical Assets that support the reliable operation of the Bulk-Power System. The ``Version 4'' CIP Reliability Standards propose to modify CIP-002-4 to include ``bright line'' criteria for the identification of Critical Assets. The proposed Version 4 CIP Reliability Standards would replace the currently effective Version 3 CIP Reliability Standards. The Commission also proposes to approve the related Violation Risk Factors and Violation Severity Levels with modifications, the implementation plan, and effective date proposed by NERC.
Dominion Cove Point LNG, LP; Application for Blanket Authorization to Export Previously Imported Liquefied Natural Gas

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on August 8, 2011, by Dominion Cove Point LNG, LP (DCP), requesting blanket authorization to export liquefied natural gas (LNG) that previously had been imported into the United States from foreign sources in an amount up to the equivalent of 150 billion cubic feet (Bcf) of natural gas. The LNG would be exported from the Cove Point LNG Terminal (Cove Point Terminal), owned by DCP, in Calvert County, Maryland, to any country with the capacity to import LNG via ocean- going carrier and with which trade is not prohibited by U.S. law or policy. DCP seeks authorization to act as an agent for others who own title to the LNG who will export the LNG over a two-year period commencing on December 1, 2011. The application was filed under section 3 of the Natural Gas Act (NGA). Protests, motions to intervene, notices of intervention, and written comments are invited.

Pursuant to section 215 of the Federal Power Act, the Commission proposes to approve Reliability Standard PRC-023-2 (Transmission Relay Loadability) submitted to the Commission for approval by the North American Electric Reliability Corporation (NERC), the Electric Reliability Organization (ERO) certified by the Commission. The proposed Reliability Standard requires transmission owners, generator owners, and distribution providers to set relays according to specific criteria in order to ensure that the relays reliably detect and protect the electric network from fault conditions, but do not limit transmission loadability or interfere with system operators' ability to protect system reliability. The Commission seeks comment from interested persons on the proposed Reliability Standard. The Commission also proposes to approve NERC Rules of Procedure Section 1700Challenges to Determinations. This proposed rule provides registered entities a means to challenge determinations made by planning coordinators under Reliability Standard PRC-023.

Where appropriate, the U.S. Department of Energy (DOE) has proposed to amend its test procedures for residential dishwashers, dehumidifiers, and conventional cooking products (which includes cooktops, ovens, and ranges) to include provisions for measuring standby mode and off mode energy consumption, as required by the Energy Independence and Security Act of 2007 (EISA 2007). These test procedure amendments would incorporate by reference certain provisions of the International Electrotechnical Commission (IEC) Standard 62301, ``Household electrical appliancesMeasurement of standby power.'' Since publication of DOE's initial proposal in December 2010, the IEC has replaced the First Edition of this standard with the current Second Edition. This supplemental notice of proposed rulemaking proposes to incorporate the latest edition of IEC Standard 62301.

Congress enacted this exclusion, which applies to external power supplies used either in security or life safety alarms or surveillance system components, earlier this year. DOE is also modifying its current certification requirements to make them consistent with this change.
