Revised Mandatory Reliability Standards for Interchange Scheduling and Coordination
Pursuant to section 215 of the Federal Power Act, the Commission proposes to approve three updated Interchange Scheduling and Coordination (INT) Reliability Standards developed by the North American Electric Reliability Corporation. The proposed INT Reliability Standards specify times for entities in the Western Interconnection to review and respond to requests for interchange service, specifically, on-time requests for service and requests for emergency interchange and reliability adjustment interchange service. In addition, the revisions set forth appropriate response times for all requests for on-time, emergency and reliability adjustment interchange service.
Amistad and Falcon Projects Rate Order No. WAPA-143
The Deputy Secretary of Energy confirmed and approved Rate Order No. WAPA-143 placing a power rate formula for the Amistad and Falcon Projects of the Western Area Power Administration (Western) into effect on an interim basis. The provisional power rate formula will be in effect on an interim basis until the Federal Energy Regulatory Commission (FERC) confirms, approves, and places it into effect on a final basis, or until the power rate formula is replaced by another power rate formula.

Central Ferry-Lower Monumental Transmission Line Project
BPA intends to prepare an EIS in accordance with the National Environmental Policy Act (NEPA) on the construction, operation, and maintenance of a proposed 500-kilovolt (kV) transmission line in Garfield, Columbia, and Walla Walla counties, Washington. The proposed line would extend west from a new BPA 500-kV Central Ferry Substation (separately proposed to be built in northwestern Garfield County, Washington to interconnect proposed wind projects in that area), to BPA's existing 500-kV Lower Monumental Substation in Walla Walla County, Washington. BPA is considering two routing alternatives for the proposed Central Ferry-Lower Monumental transmission line; portions of both routes would parallel existing BPA lines in the area. One routing alternative for the transmission line is about 38 miles long, and the other is about 40 miles long. The proposed transmission line is needed to increase transmission capacity to respond to requests for transmission service in this area.

Office Electricity Delivery and Energy Reliability; Notice of Filing of Self-Certification of Coal Capability Under the Powerplant and Industrial Fuel Use Act
On February 6, 2009, the Florida Municipal Power Agency, as owner of a new base load electric powerplant, submitted a coal capability self-certification to the Department of Energy (DOE) pursuant to section 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA), as amended, and DOE regulations in 10 CFR 501.60, 61. Section 201(d) of FUA requires DOE to publish a notice of receipt of self-certifications in the Federal Register.
International Energy Agency Meetings
A meeting involving members of the Industry Advisory Board (IAB) to the International Energy Agency (IEA) in connection with the IEA's Workshop on Public Stock Release will be held on June 23, 2009, at the headquarters of the IEA in Paris, France. A meeting of the IAB will be held at the IEA's headquarters on June 24, 2009, in connection with a meeting of the IEA's Standing Group on Emergency Questions (SEQ).
Agency Information Collection Extension
The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB). Comments are invited on: whether the extended collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
