Energy Conservation Program for Consumer Products: Decision and Order Granting a Waiver to LG Electronics From the Department of Energy Residential Clothes Dryer Test Procedures [Case No. CD-002]
This notice publishes the Department of Energy's Decision and Order in Case No. CD-002, which grants to LG Electronics Inc. (LG) a waiver from the existing Department of Energy (DOE) residential clothes dryer test procedure for its product line of DLEC733W ventless clothes dryers, because the existing test procedure only applies to clothes dryers that are vented.
Proposed Agency Information Collection
The Department of Energy (DOE) has submitted to the Office of Management and Budget (OMB) for clearance, a proposal for collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will collect information on refineries with a crude distillation capacity of 50,000 barrels a day that have been shutdown, had a physical or cyber attack, or had an emergency shutdown of a major unit or process that may significantly reduce its production of transportation and/or heating fuels.

Revised Public Utility Filing Requirements for Electric Quarterly Reports
In this order, the Federal Energy Regulatory Commission (Commission) revises the EQR Data Dictionary to define and rename Field 22 of the EQR to ``Commencement Date of Contract Terms'' and to clarify the information to be reported in the EQR concerning ancillary services. These revisions will make reporting this information less burdensome and more accessible.

Sam Rayburn Dam Power Rate
The Administrator, Southwestern Power Administration (Southwestern), has prepared Current and Revised 2008 Power Repayment Studies that show the need for an increase in annual revenues to meet cost recovery criteria. Such increased revenues are required primarily due to increases in U.S. Army Corps of Engineers' operations and maintenance estimates. The Administrator has developed a proposed Sam Rayburn Dam rate schedule, which is supported by a power repayment study, to recover the required revenues. Beginning January 1, 2009, the proposed rates would increase annual revenues approximately 14.3 percent from $3,456,696 to $3,949,872.
