Standards of Conduct for Transmission Providers

On October 16, 2008, the Commission issued Order No. 717, which revised the Standards of Conduct for natural gas and electric transmission providers.\1\ Order No. 717 became effective on November 26, 2008, 30 days after publication in the Federal Register. According to Order No. 717, transmission providers must be in full compliance with the Standards by that date, with the exception of the posting and training requirements, with which transmission providers must be in full compliance no later than 60 days from the date of publication in the Federal Register, or December 26, 2008. On November 17, 2008, the Edison Electric Institute (EEI) and the Interstate Natural Gas Association of America (INGAA) jointly filed a motion for extension of certain compliance deadlines under Order No. 717. This order grants EEI's and INGAA's request to extend the time for compliance with 18 CFR 358.8(c)(1), 358.7(d), 358.7(h), and 358.8(b)(2) to January 30, 2009; and for a grace period until February 27, 2009 for training of new employees hired before January 30, 2009. In addition, this order provides notice of a change in personnel.
Energy Conservation Program: Test Procedures for Electric Motors

The Department of Energy (DOE) is proposing new test procedures for measuring the efficiency of small electric motors, including both single-phase and polyphase and to update the industry references and clarify the scope of coverage for DOE's existing test procedure for electric motors. With this notice, DOE also announces a public meeting to receive comments on this proposal and the issues presented herein.

On November 20, 2008, the Commission issued a Notice of Proposed Rulemaking (NOPR) proposing to accept North American Electric Reliability Corporation's (NERC) interpretation of certain specific requirements of one Commission-approved Reliability Standard, BAL-003- 0, Frequency Response and Bias; and to remand NERC's proposed interpretation of VAR-001-1, Voltage and Reactive Control, for reconsideration. (73 FR 71971). This document extends the time for filing comments in response to the Commission's NOPR.

The National Nuclear Security Administration (NNSA), a separately organized agency within the U.S. Department of Energy (DOE), is issuing this Record of Decision (ROD) for the continued transformation of the nuclear weapons complex (Complex). This ROD is based on information and analyses contained in the Complex Transformation Supplemental Programmatic Environmental Impact Statement (SPEIS) (DOE/EIS-0236-S4) issued on October 24, 2008 (73 FR 63460); comments received on the SPEIS; and other factors, including costs, technical and security considerations, and the missions of NNSA. The SPEIS analyzes the potential environmental impacts of alternatives for transforming the nuclear weapons complex into a smaller, more efficient enterprise that can respond to changing national security challenges and ensure the long-term safety, security, and reliability of the nuclear weapons stockpile. The alternatives analyzed in the SPEIS are divided into two categories: programmatic and project-specific. Programmatic alternatives involve the restructuring of facilities that use or store significant (i.e., Category I/II) quantities of special nuclear material (SNM).\1\ These facilities produce plutonium components (commonly called pits \2\), produce highly enriched uranium (HEU) components including secondaries,\3\ fabricate high explosives (HE) components and assemble and disassemble nuclear weapons. The decisions announced in this ROD relate to the project-specific alternatives. NNSA is issuing a separate ROD related to the programmatic alternatives.
