Application for Presidential Permit; Baja Wind U.S. Transmission, LLC
Sempra Generation, on behalf of Baja Wind U.S. Transmission, LLC (Baja Wind), has applied for a Presidential permit to construct, operate, maintain, and connect an electric transmission line across the U.S. border with Mexico.
Notice of Availability of Draft Environmental Impact Statement and Public Hearings for the Proposed Montana Alberta Tie Ltd. International Transmission Line
The Department of Energy (DOE) and the Montana Department of Environmental Quality (DEQ) as co-lead agencies, with the Department of the Interior's Bureau of Land Management (BLM) as a cooperating agency (together, the ``Agencies''), announce the availability of the ``Federal Draft Environmental Impact Statement and the State of Montana Supplemental Draft Environmental Impact Statement for the Montana Alberta Tie Ltd. (MATL) 230-kV Transmission Line'' (DOE/EIS-0399) for public review and comment. The Agencies also announce three public hearings on the Draft EIS. The Draft EIS evaluates the environmental impacts of DOE's proposed Federal action of issuing a Presidential permit to MATL for the construction, operation, maintenance, and connection of a 230-kilovolt electric transmission line that would cross the U.S.-Canada border in the vicinity of Cut Bank, Montana. The proposed DEQ action is the issuance of a certificate of compliance under the Montana Facility Siting Act (MFSA) for construction of the electric transmission line within the State of Montana. BLM's proposed Federal action is issuance of a right-of-way grant to allow the transmission line to cross Federal lands within BLM's management responsibility.
Notice of Interim Approval
The Deputy Secretary of Energy, confirmed and approved on an interim basis, Interim Rate Schedules CBR-1-F, CSI-1-F, CEK-1-F, CM-1- F, CC-1-G, CK-1-F, and CTV-1-F. The rate schedules were approved on an interim basis through September 30, 2008. The new rates take effect on February 25, 2008, and are subject to confirmation and approval on a final basis by the Federal Energy Regulatory Commission.
Acquisition Regulation: Security Clause
The Department of Energy (DOE) is proposing to amend the Department of Energy Acquisition Regulation (DEAR) to revise the security clause used in all contracts and subcontracts involving access authorizations to specifically require background checks and tests for the absence of any illegal drug, as defined in DOE regulations of uncleared personnel (employment applicants and current employees) who will require access authorizations. Background checks would not be required for applicants for DOE access authorization who possess a current access authorization from another Federal agency.
Excom, Inc.
Notice is hereby given that the ``Smart Visual Sensor'' (SVS) technology, developed under ISTC project 3195, is available for licensing in the United States as deemed appropriate in the public interest. Excom, Inc., of Holmden, NJ, has applied for an exclusive license to practice the SVS technology in the U.S. The U.S. Government has the exclusive authority to license the SVS technology in the United States.

Production Engineering and Commercialization of Residential Highly Insulating Windows
The National Energy Technology Laboratory, on behalf of the Office of Energy Efficiency and Renewable Energy's Building Technologies Program, intends to issue a Funding Opportunity Announcement (FOA) to select and fund approximately two teams to develop, manufacturer, and commercialize cost effective, highly insulating windows with an NFRC U-value rating of 0.20 BTU/hr- Ft\2\-[deg]F or lower.
