On October 19, 2006, the Federal Energy Regulatory Commission (Commission) issued a Final Rule amending its regulations to expand the scope and scale of activities that may be undertaken pursuant to blanket certificate authority and clarifying that existing Commission policies permit natural gas companies to charge different rates to different classes of customers.\1\ The Commission proposes to further amend its regulations to modify the landowner notification requirements and require a noise survey following the completion of projects involving compressor facilities undertaken pursuant to blanket certificate authority. The proposed regulatory revisions should enhance public participation in the Commission's consideration of proposed projects and ensure that compressor projects completed under blanket certificate authority will not have a significant adverse environmental impact.

Periodically, the Department of Energy (``Department'' or ``DOE'') publishes a list of facilities covered under the Energy Employees Occupational Illness Compensation Program Act of 2000 (``Act''), Title 36 of Public Law 106-398 (66 FR 4003; 66 FR 31218). This Notice revises the previous lists because it has been found that some designated atomic weapons employers (AWE) should not have been so designated. Previous lists were published on November 30, 2005, August 23, 2004, July 21, 2003, December 27, 2002, June 11, 2001, and January 17, 2001.

In compliance with the requirements of section 3507 of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507, the Federal Energy Regulatory Commission (Commission) has submitted the information collection described below to the Office of Management and Budget (OMB) for review and extension of this information collection requirement. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission did not receive any comments in response to an earlier Federal Register notice of March 19, 2007 (72 FR 12786-12787) and has made a notation in its submission to OMB.

The Western Area Power Administration (Western), Rocky Mountain Region, a Federal power marketing agency of the Department of Energy (DOE), is publishing this notice of Request for Letters of Interest to determine which eligible new customers may be interested in an allocation of Federal power, and to gather information and comments to aid Western in determining the appropriate purposes for a proposed Loveland Area Projects (LAP) resource pool. Under the Energy Planning and Management Program (Program), a Federal power resource pool of up to 1 percent (not to exceed 7 megawatts) of the LAP's long-term marketable resource may become available October 1, 2009, within the LAP marketing area. This Federal Register notice initiates the process for the proposed resource pool.
