Loan Guarantees for Projects that Employ Innovative Technologies
The Department of Energy (DOE or Department) today proposes policies and procedures applicable to DOE's loan guarantee program authorized by Title XVII of the Energy Policy Act of 2005. Today's proposed rule, when final, also will further the President's Advanced Energy Initiative. Title XVII authorizes the Secretary of Energy to make loan guarantees for projects that ``avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases; and employ new or significantly improved technologies as compared to commercial technologies in service in the United States at the time the guarantee is issued.'' Title XVII also identifies ten categories of technologies that, if employed in commercial projects, are potentially eligible for a loan guarantee. A principal goal of Title XVII is to encourage commercial use in the United States of new or significantly improved energy-related technologies. DOE believes that accelerated commercial use of new and improved technologies will help sustain economic growth, yield environmental benefits, and produce a more stable and secure energy supply and economy for the United States.

The Hydrogen, Fuel Cells and Infrastructure Technologies Program, under the DOE Office of Energy Efficiency and Renewable Energy, is planning to solicit financial assistance applications for cost-shared financial assistance agreements with the DOE for research and development that will advance manufacturing technologies for hydrogen and fuel cell systems. This Pre-Announcement Meeting will allow sources outside of DOE to review and comment on the proposed topics and scope of the planned announcement.
Multi-Agency Radiation Survey and Assessment of Materials and Equipment Manual
On January 16, 2007 (72 FR 1708) the Department of Defense (DoD), Department of Energy (DOE), U.S. Environmental Protection Agency (EPA), and the U.S. Nuclear Regulatory Commission (NRC) announced for public comment the availability of a draft document, entitled the ``Multi-Agency Radiation Survey and Assessment of Materials and Equipment Manual'' (MARSAME). A 90-day comment period was provided for the draft MARSAME that expired on April 16, 2007. A request for an extension to the comment period has been received from several stakeholders. The comment period for the draft manual has been reopened for an additional 30 days.

On April 26, 2007, Otay Mesa Energy Center, LLC, as the owner and operator of a new base load electric powerplant, submitted a coal capability self-certification to the Department of Energy (DOE) pursuant to section 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA), as amended, and DOE regulations in 10 CFR 501.60, 61. Section 201(d) of FUA requires DOE to publish a notice of receipt of the self-certification in the Federal Register.
