Acquisition Regulation: Implementation of DOE's Cooperative Audit Strategy for Its Management and Operating Contracts
The Department of Energy (DOE) is amending its Acquisition Regulation (DEAR) by making minor amendments to existing contractor internal audit requirements, through the use of the Cooperative Audit Strategy.
Applicability of Federal Power Act Section 215 to Qualifying Small Power Production and Cogeneration Facilities
The Federal Energy Regulatory Commission (Commission) is revising its regulations governing qualifying small power production and cogeneration facilities (QFs), to eliminate the exemption of QFs from the requirements of section 215 of the Federal Power Act. From a reliability perspective, there is not a meaningful distinction between QF and non-QF generators that warrants a generic exemption of QFs from reliability standards.
Sam Rayburn Dam Power Rate
The Administrator, Southwestern Power Administration (Southwestern), has prepared Current and Revised 2007 Power Repayment Studies that show the need for an increase in annual revenues to meet cost recovery criteria. Such increased revenues are required due to significant increases in expected U.S. Army Corps of Engineers' generation investment expenses at the project. The Administrator has developed a proposed Sam Rayburn Dam rate schedule, which is supported by a power repayment study, to recover the required revenues. Beginning October 1, 2007, the proposed rate would increase annual revenues 22.8 percent from $2,816,064 to $3,458,124.

The EIA has submitted the ``Voluntary Reporting of Greenhouse Gases,'' form EIA-1605 to the Office of Management and Budget (OMB) for review and a reinstatement for a three-year period under section 3507(h)(1) of the Paperwork Reduction Act of 1995 (Pub. L. 104-13) (44 U.S.C. 3501 et seq.)
Office of Fossil Energy; National Coal Council; Notice of Open Meeting
This notice announces a meeting of the National Coal Council. The purpose of this meeting is to provide the Secretary of Energy with the report which he requested on June 26, 2006. This report is titled ``Technology Based Framework for Mitigating Greenhouse Gases from Coal- Based Electricity Plants.'' Federal Advisory Committee Act (Pub. L. 92- 463, 86 Stat. 770) requires notice of these meetings be announced in the Federal Register.
