Office of International Regimes and Agreements; Proposed Subsequent Arrangement
This notice is being issued under the authority of section 131 of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2160). The Department is providing notice of a proposed ``subsequent arrangement'' under the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy between the United States and the European Atomic Energy Community (Euratom) and the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy between the United States and Canada. This subsequent arrangement concerns the retransfer of 51,775.1 kg of Natural UF6 (67.6% U), containing 35,000 kg of Uranium. This material will be retransferred from Cameco Corporation, Canada, to Urenco Ltd., Netherlands for enrichment and return to the United States for use as fuel in nuclear power reactors by STP Nuclear Operating Company, Texas. Urenco Ltd. is authorized to receive nuclear material pursuant to the U.S.-Euratom Agreement for Cooperation. In accordance with section 131 of the Atomic Energy Act of 1954, as amended, we have determined that this subsequent arrangement will not be inimical to the common defense and security. This subsequent arrangement will take effect no sooner than fifteen days after the date of publication of this notice.

Springfields Fuels Ltd. is authorized to receive nuclear material pursuant to the U.S.-Euratom Agreement for Cooperation. In accordance with section 131 of the Atomic Energy Act of 1954, as amended, we have determined that this subsequent arrangement will not be inimical to the common defense and security. This subsequent arrangement will take effect no sooner than fifteen days after the date of publication of this notice.
Notice of Cancellation of Programmatic Environmental Impact Statement for Implementation of the Carbon Sequestration Program
The Department of Energy (DOE) has decided to cancel the preparation of a Programmatic Environmental Impact Statement (PEIS) for the assessment of potential environmental impacts from DOE's Carbon Sequestration Program, as described in a Notice of Intent published in the Federal Register on April 21, 2004 (69 FR 21514). DOE had intended to prepare the PEIS, pursuant to the National Environmental Policy Act (NEPA), to address the potential environmental impacts of carbon sequestration technologies and potential future demonstration activities under the Carbon Sequestration Program, which is being implemented by the DOE Office of Fossil Energy through its National Energy Technology Laboratory. DOE conducted public scoping meetings in May and June 2004 in eight cities, and began preparation of the PEIS. However, upon further consideration, DOE has determined that the continuation of the PEIS did not warrant its effort and expense since the research from the Regional Partnerships and other Program activities in carbon sequestration are enhancing our understanding of the area and the PEIS would not direct any programmatic decisions at this time. DOE will continue to perform project-specific NEPA reviews of its carbon sequestration research, development and demonstration activities. In order to facilitate future project-specific NEPA reviews, DOE will make available to the public a Carbon Sequestration Reference Document, based on the data and analyses developed in conjunction with the PEIS preparation effort. DOE believes this approach would best enable the Department to meet its Carbon Sequestration Program objectives and continue to provide pertinent environmental data and analyses for future project- and site-specific NEPA reviews under the Program.
Record of Decision and Floodplain Statement of Findings: Site Selection for the Expansion of the Strategic Petroleum Reserve
DOE has prepared an environmental impact statement (EIS) (DOE/ EIS-0385), pursuant to the National Environmental Policy Act of 1969 (NEPA), to assess the environmental impacts associated with a proposal to expand the crude oil storage capacity of the Strategic Petroleum Reserve (SPR) from 727 million barrels (MMB) to 1 billion barrels, and to fill the Reserve to the full authorized volume of 1 billion barrels. The proposal was to develop one new storage facility and expand the capacity of two or three existing SPR storage facilities. After careful consideration of the environmental impacts of the alternatives, along with an evaluation of SPR distribution capabilities, geological technical assessments, projected costs, and operational impacts associated with existing commercial operations, DOE has decided to develop a new 160 MMB SPR storage facility at Richton (Mississippi), expand the storage capacity at the existing Bayou Choctaw (Louisiana) SPR facility by 33 MMB, expand the storage capacity at the existing Big Hill (Texas) SPR facility by 80 MMB, and fill the Reserve to 1 billion barrels of oil as authorized by Congress. This ROD has been prepared in accordance with the regulations of the Council on Environmental Quality (40 CFR Parts 1500-1508) for implementing NEPA and DOE's NEPA Implementing Procedures (10 CFR Part 1021). The accompanying Floodplain Statement of Findings has been prepared in accordance with DOE's regulations ``Compliance with Floodplain and Wetland Environmental Review Requirements'' (10 CFR Part 1022). Because the decision differs somewhat from the alternatives evaluated in the EIS, DOE has prepared a Supplement Analysis (SA) (DOE/ EIS-0385-SA-1) to determine whether a supplement to the final EIS is required. DOE has determined that the minor modification to the Bayou Choctaw expansion site, i.e., an increase in capacity of 33 MMB compared to 20 MMB as described in the final EIS, is not a substantial change to the proposed action that is relevant to environmental concerns, and there are no significant new circumstances or information relevant to environmental concerns and bearing on the proposed action or its impacts, within the meaning of 40 CFR 1502.9(c)(1) and 10 CFR 1021.314(c). Therefore, a supplement to the SPR final EIS is not needed.
FY 2007-2009 Fish and Wildlife Project Implementation Decision
This notice announces the availability of the ROD for BPA's 2007-2009 Fish and Wildlife Project Implementation Decision. BPA has decided to implement certain new and ongoing fish and wildlife mitigation projects for Fiscal Years 2007 through 2009 that help meet the agency's responsibilities to protect, mitigate and enhance fish and wildlife affected by the development and operation of the Columbia River basin hydroelectric dams from which BPA markets power. This decision is consistent with and tiered to BPA's Fish and Wildlife Implementation Plan Environmental Impact Statement (DOE/EIS-0312, April 2003) and the Fish and Wildlife Implementation Plan ROD (October 31, 2003).

The Federal Energy Regulatory Commission (Commission) is holding a technical conference on March 8, 2007, to discuss certain issues raised in rulemakings issued in Commission Docket Nos. RM05-32- 000 and RM05-34-000. This is the second conference being held as a follow-up to Commission Order Nos. 667 and No. 669. The Commission is now soliciting nominations for speakers at the technical conference.
International Energy Agency Meeting
The Industry Advisory Board (IAB) to the International Energy Agency (IEA) will meet on February 20 and 21, 2007, at the headquarters of the IEA in Paris, France, including in connection with a joint meeting of the IEA's Standing Group on Emergency Questions (SEQ) and the IEA's Standing Group on the Oil Market on February 20, and a meeting of SEQ on February 21.

This meeting is being held in place of the January 31, 2007 meeting, which was cancelled due to inclement weather.
Boulder Canyon Project
The Western Area Power Administration (Western) is proposing an adjustment to the Boulder Canyon Project (BCP) electric service base charge and rates. The current base charge and rates expire September 30, 2007. The current base charge is not sufficient to pay all annual costs including operation, maintenance, replacements, and interest expense, and to repay investment obligations within the required period. The proposed base charge will provide sufficient revenue to pay all annual costs and to repay investment obligations within the allowable period. A detailed rate package that identifies the reasons for the base charge and rates adjustment will be available in March 2007. The proposed base charge and rates are scheduled to become effective on October 1, 2007, and will remain in effect through September 30, 2008. This Federal Register notice initiates the formal process for the proposed base charge and rates.
