Based upon feedback since the President of the United States announced the Global Nuclear Energy Partnership (GNEP) in February 2006, the U.S. Department of Energy (DOE) is seeking Expressions of Interest (EOI) from domestic and international industry in building spent nuclear fuel recycling and transmutation fuel fabrication capabilities. DOE contemplates locating these capabilities together in a Consolidated Fuel Treatment Center (CFTC) and seeks expressions of interest from potential domestic host sites. DOE is also seeking to define the interest of industry to build upon their proven capabilities and participate in demonstrating spent nuclear fuel (SNF) recycling technologies that meet GNEP goals. This EOI will help inform DOE's GNEP Program as to those issues that industry and potential host sites consider important to the ultimate construction of sustainable, commercial-scale SNF recycling technologies that meet GNEP objectives. The information gained from this EOI will be used to create Requests for Proposals (RFP) for the proposed CFTC.
Notice of Public Scoping Meetings for the FutureGen Project Environmental Impact Statement

On Friday, July 28, 2006, the U.S. Department of Energy (DOE) issued a Notice of Intent to prepare an Environmental Impact Statement for the proposed action of providing up to $700 million of Federal funding for the FutureGen Project (71 FR 42840). The FutureGen Project would comprise the planning, design, construction and operation by a private sector organization of a coal-fired electric power and hydrogen gas production plant integrated with carbon dioxide capture and geologic sequestration of the captured gas. DOE's National Energy Technology Laboratory (NETL) is hosting public scoping meetings near each of the four proposed FutureGen Project sites. Dates, locations, and information about the public scoping meetings are contained under SUPPLEMENTARY INFORMATION, below.

On July 6, 2006, the U.S. Department of Energy (DOE) published a Notice of Availability of the Draft Environmental Assessment for the Proposed Infrastructure Improvements for the Yucca Mountain Project, Nevada, (71 FR 38391) and announced a 30-day public comment period ending August 7, 2006. Subsequently, the DOE has taken note that the distribution letter attached to copies of the draft Environmental Assessment (EA) identified a different end date for the public comment period. Consequently, DOE is extending the public comment period until August 31, 2006.

As a nonregulated electric utility, the Western Area Power Administration (Western) must consider and determine whether to implement certain standards under the Energy Policy Act of 2005, which amended the Public Utility Regulatory Policies Act of 1978 (PURPA). Standards that Western intends to consider include net metering, fuel source diversity, fossil fuel generation efficiency, smart metering, and consumer interconnections. A brochure entitled ``Preconsideration of Sections 1251, 1252, and 1254 of the Energy Policy Act of 2005'' will be prepared and will be available for public review by September 25, 2006.

The Energy Policy and Conservation Act (EPCA or the Act) authorizes the Department of Energy (DOE or the Department) to establish energy conservation standards for various consumer products and commercial and industrial equipment, including those distribution transformers for which DOE determines that energy conservation standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice, the Department is proposing energy conservation standards for distribution transformers and is announcing a public meeting.

The U.S. Department of Energy (DOE), Western Area Power Administration (Western) intends to prepare an environmental impact statement (EIS) for its proposal to participate with Tri-State Generation and Transmission Association, Inc. (Tri-State), to construct the proposed Eastern Plains Transmission Project (Project). Western's participation with Tri-State would be in exchange for capacity rights on the transmission lines. These rights would provide Western with approximately 275 megawatts (MW) of capacity on the proposed transmission system. Western needs this additional transmission capacity to provide more economical, reliable, diverse, and flexible power delivery to its customers. The EIS will address the construction, operation, and maintenance of approximately 1,000 miles of high-voltage transmission lines and ancillary facilities. In addition, the EIS will address expansions of existing substations and construction of new substations, access roads, and fiber optic communication facilities. The EIS will be prepared in accordance with the National Environmental Policy Act (NEPA) and DOE NEPA Implementing Procedures. Because the Project could involve action in a floodplain, the EIS will address floodplain and wetlands impacts under DOE regulations for compliance with floodplain and wetlands environmental review.
Next Generation Lighting Initiative: Commercial Application Activities

The Energy Policy Act of 2005, section 912, established the Next Generation Lighting Initiative, and directed the Department of Energy (DOE or the Department) to ``support research, development, demonstration, and commercial application activities related to advanced solid-state lighting technologies based on white light emitting diodes.'' In partial fulfillment of the directive to support commercial application activities, the Department has initiated and planned a number of activities. In the interest of informing the public on the scope of the commercial application activities underway and planned, the Department developed a document entitled, ``Solid State Lighting: Commercialization Support Pathway.'' That document was recently updated, and is now publicly available. The document is printed with this notice.

The Commission is taking this action pursuant to section 1233(b) of the Energy Policy Act of 2005, [Pub. L. 109-58, Sec. 1233(b), 119 Stat. 594, 960 (2005).]
