Final Site-Wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement
Document Number: 05-8600
Type: Notice
Date: 2005-04-29
Agency: Department of Energy, National Nuclear Security Administration
The Livermore Site Office of the Department of Energy's (DOE) National Nuclear Security Administration (NNSA) announces the availability of the Final Site-wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory (DOE/EIS- 0348) and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement (DOE/EIS-0236-S3) (LLNL SW/ SPEIS). The Final LLNL SW/SPEIS was prepared in accordance with the Council on Environmental Quality's National Environmental Policy Act (NEPA) Implementing Regulations (40 CFR Parts 1500-1508) and the DOE's NEPA Implementing Procedures (10 CFR Part 1021). The Final LLNL SW/ SPEIS analyzes the potential environmental impacts associated with continuing current Lawrence Livermore National Laboratory (LLNL) operations and foreseeable new or modified operations and facilities. The LLNL SW/SWPEIS also evaluates the potential environmental impacts of experiments at the National Ignition Facility (NIF) using plutonium, other fissile materials, fissionable materials, and lithium hydride. The Final LLNL SW/SPEIS analyses a Proposed Action and two alternatives, the No Action Alternative and a Reduced Operation Alternative. The No Action Alternative would continue operation of current LLNL programs in support of assigned missions. The Proposed Action includes operations discussed under the No Action Alternative and new or expanded operations in support of reasonably foreseeable mission requirements. The Reduced Operation Alternative consists of a reduction of activities compared to the No Action Alternative. The NNSA has identified the Proposed Action as the preferred alternative in the Final LLNL SW/SPEIS.

Notice; Addendum to the Memorandum of Understanding: To Formalize the Working Relationship Between the Department of Energy and the Department of Labor (August 28, 1992)
Document Number: 05-8370
Type: Notice
Date: 2005-04-27
Agency: Department of Labor, Occupational Safety and Health Administration, Office of the Environment, Safety and Health, Department of Energy
This notice is an addendum to the 1992 interagency Memorandum of Understanding (MOU) between the U.S. Department of Labor and the U.S. Department of Energy. That MOU states that DOE has exclusive authority over the occupational safety and health of contractor employees at DOE GOCOs. In addition, the MOU between the departments dated July 25, 2000 on safety and health enforcement at privatized facilities and operations provides that OSHA has regulatory authority over occupational safety and health at certain privatized facilities and operations on DOE land leased to private enterprises. This action is taken in accordance with the July 25, 2000 MOU, which establishes specific interagency procedures for the transfer of occupational safety and health coverage for such privatized facilities and operations from DOE to OSHA. The MOUs may be found on the internet via the OSHA Web page www.osha.gov under the ``D'' for Department of Energy Transition Activities.

Document Number: 05-8298
Type: Notice
Date: 2005-04-26
Agency: Department of Energy, Energy Information Administration
The EIA has a new policy regarding the unscheduled release of revisions to weekly estimates of working gas volumes held in underground storage facilities at the national and regional levels disseminated in EIA's Weekly Natural Gas Storage Report (WNGSR). Under the new policy, the unscheduled release of revisions shall be disseminated in a special release of the WNGSR when the effect of reported changes is at least 10 billion cubic feet (Bcf) at either a regional or national level. The unscheduled release of revisions shall be disseminated on a Federal workday between 2 and 2:10 p.m. (Eastern Time) following public notification between 1 and 1:10 p.m. of the same day. Public notification will include, at a minimum, the following: A notice on EIA's Web site, e-mails to selected media, and a general e- mail notice sent to users of WNGSR data who have signed onto a free service available on EIA's Web site. The unscheduled release of revisions for this policy does not include revised estimates resulting from changes in the survey methodology or estimation parameters, which are scheduled and announced in advance; or revised estimates resulting from reclassifications of natural gas between working gas and base gas by natural gas storage companies, which are incorporated into the estimates during the next regularly scheduled WNGSR release.
