Notice is hereby given to an intent to grant to HydroGen, llc, of Jefferson Hills, PA, an exclusive license to practice the inventions described in U.S. Patent No. 4,978,591, entitled ``Corrosion-free Phosphoric Acid Fuel Cell''; U.S. Patent No. 4,732,822, entitled ``Internal Electrolyte Supply System For Reliable Transport Throughout Fuel Cell Stacks''; U.S. Patent No. 4,853,301, entitled ``Fuel Cell Plates With Skewed Process Channels For Uniform Distribution Of Stack Compression Load; and U.S. Patent No. 5,096,786, entitled ``Integral Edge Seal For Phosphoric Acid Fuel Cells''. The inventions are owned by the United States of America, as represented by the U.S. Department of Energy (DOE).

Big Horn Wind Energy Project
This notice announces the availability of the ROD to offer contract terms for interconnection of 200 megawatts of power to be generated by the proposed Big Horn Wind Energy Project into the Federal Columbia River Transmission System. The project would be interconnected at a proposed BPA switching substation along BPA's Big Eddy-Midway No. 1 230-kilovolt transmission line. The proposed BPA switching substation and Big Horn Wind Energy Project would be located near the town of Bickleton in Klickitat County, Washington. This decision is consistent with and tiered to BPA's Business Plan Environmental Impact Statement (DOE/EIS-0183, June 1995) and the Business Plan Record of Decision (August 15, 1995).

Office of Environmental Management; Notice of Availability of Draft Section 3116 Determination for Salt Waste Disposal at the Savannah River Site
The Department of Energy (DOE) announces the availability of a draft Section 3116 determination for the disposal of separated, solidified, low-activity salt waste at the Savannah River Site (SRS) near Aiken, South Carolina. The determination was prepared pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005. Section 3116 authorizes the Secretary of Energy, in consultation with the Nuclear Regulatory Commission (NRC), to determine that certain waste from reprocessing is not high-level waste (HLW) and that it may instead be disposed of as low-level waste (LLW) if it meets the provisions set forth in Section 3116. Although not required by the Act, DOE is making the draft waste determination available for public review and comment.
