Fusi LLC, Fortuna (US) L.P., Sprague Energy Corp., USGEN Fuel Services, Inc., Nitogo Management, Inc., Petro-Canada Hydrocarbons Inc., Chehalis Power Generating, Limited Partnership, Powerex Corp., National Fuel Gas Distribution Corporation, National Fuel Gas Distribution Corporation, LNG Partners, LLC, and Total Gas & Power North America, Inc.; Orders Granting Authority To Import and Export Natural Gas, Including the Import of Liquefied Natural Gas
The Office of Fossil Energy (FE) of the Department of Energy gives notice that during February 2005, it issued Orders granting authority to import and export natural gas, including the import of liquefied natural gas. These Orders are summarized in the attached appendix and may be found on the FE Web site at https://www.fe.doe.gov (select gas regulation). They are also available for inspection and copying in the Office of Natural Gas Regulatory Activities, Docket Room 3E-033, Forrestal Building, 1000 Independence Avenue, SW., Washington, DC 20585, (202) 586-9478. Environmental Management Site-Specific Advisory Board, Oak Ridge Reservation
This notice announces a meeting of the Environmental Management Site-Advisory Board (EMSSAB), Oak Ridge Reservation. The Federal Advisory Committee Act (Pub. L. No. 92-463, 86 Stat. 770) requires that public notice of this meeting be announced in the Federal Register.
Leaning Juniper Wind Project
This notice announces the availability of the ROD to offer contract terms for interconnection of up to 200 megawatts of wind generation from the PPM Energy, Inc.'s, proposed Leaning Juniper Wind Project into the Federal Columbia River Transmission System. This decision is consistent with and tiered to BPA's Business Plan Final Environmental Impact Statement (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (August 15, 1995). The wind project will be interconnected at BPA's Jones Canyon Switching Station (SS), about three miles southwest of Arlington, Gilliam County, Oregon. The Jones Canyon SS will provide the wind project with transmission access to BPA's McNary-Santiam 2 230-kilovolt transmission line. BPA will increase the capacity of the McNary-Santiam 2 to accommodate the wind project, which will require increased ground clearance at four locations along the transmission line. These proposed line upgrades will be located in Wasco, Gilliam, Sherman, and Morrow Counties, Oregon.
Grande Ronde-Imnaha Spring Chinook Hatchery Project Final Design and Property Acquisition
This notice announces the availability of the ROD to fund the final design and property acquisition portions of the Proposed Action for the Grande RondeImnaha Spring Chinook Hatchery Project in Northeast Oregon, as well as additional valuation studies recommended by the Northwest Power and Conservation Council. This decision is based on the Final Grande RondeImnaha Chinook Hatchery Project Environmental Impact Statement (DOE/EIS-0340, July 2004). Decisions to fund the construction of the project itself, post-construction operations, facilities maintenance, and/or monitoring and evaluation of the project will follow after the design and additional cost evaluation. The purpose of the project is to aid the conservation and recovery of the Snake River spring/summer Chinook salmon native to the Grand Ronde and Imnaha subbasins of Northeast Oregon (Blue Mountain Province), which are listed as threatened and are protected by the Endangered Species Act. Adequate, contemporary hatchery facilities are needed to mitigate for and recover these fish stocks.
Memorandum of Understanding Between the Department of the Interior and the Department of Energy
The Department of Energy (DOE) and the Department of the Interior (DOI) plan to enter into a Memorandum of Understanding (MOU), no later than six months after the publication of this draft MOU. The purpose of the MOU is to describe how the Departments will cooperate in transferring administrative jurisdiction for certain lands within the Rocky Flats Environmental Technology Site (Rocky Flats) from DOE to DOI and the transition of Rocky Flats from a defense nuclear facility into the Rocky Flats National Wildlife Refuge (the Refuge). The text of the draft MOU is set forth below.
Annual Update of Filing Fees
In accordance with 18 CFR 381.104, the Commission issues this update of its filing fees. This notice provides the yearly update using data in the Commission's Management, Administrative, and Payroll System to calculate the new fees. The purpose of updating is to adjust the fees on the basis of the Commission's costs for Fiscal Year 2004.
Recommendations for Sequencing Targets in Support of the Science Missions of the Office of Biological and Environmental Research (BER)
This Federal Register Notice seeks the input and nominations of interested parties for candidate microbes, microbial consortia, and 250Mb-or-less-sized organisms for draft genomic sequencing in support of Office of Biological and Environmental Research (BER) programs, among them, the Genomics: GTL Program, the Climate Change Research Program, the Terrestrial Carbon Processes Program, the Natural and Accelerated Bioremediation Research (NABIR) Program, the Environmental Management Science Program (EMSP), the Ocean Science Program, and the Program for Ecosystem Research. Additional programs of relevance include the Energy Biosciences, and Nanoscale Science, Engineering and Technology Programs in the Office of Basic Energy Sciences. Nominated candidates should be relevant to DOE mission needs, e.g., organisms involved in environmental processes, including waste remediation, carbon management, and energy production. This announcement is not an offer of direct financial support for research on these organisms. Those nominations selected will result in the DNA sequence of selected organisms being determined at a draft level (6-8 X coverage) at the DOE Production Genomics Facility (PGF) at the Joint Genome Institute (JGI), (https://www.jgi.doe.gov). A subset of the selected organisms may be identified for sequence finishing. This announcement is designed to assist DOE in determining and prioritizing a list of microbes, microbial consortia, or modest-genome sized (not more than 250Mb) organisms (including eukaryotes) that address DOE mission needs. Following merit review, and a determination of satisfactory programmatic relevance, draft sequencing will be carried out at the PGF.
