The Department of Education is issuing a notice inviting applications for fiscal year (FY) 2019 for CSPGrants to State Entities, Catalog of Federal Domestic Assistance (CFDA) number 84.282A.

In accordance with the Paperwork Reduction Act of 1995, ED is proposing a revision of an existing information collection.

This notice lists the members of the National Advisory Committee on Institutional Quality and Integrity (NACIQI). This notice is required under Section 114(e)(1) of the Higher Education Act of 1965, as amended (HEA).

On October 15, 2018, we announced our intention to establish a negotiated rulemaking committee to prepare proposed regulations for the Federal Student Aid programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA). In this notice, we announce the locations of each committee and subcommittee meeting.

On November 30, 2018, we published in the Federal Register a notice inviting applications (NIA) for new awards for fiscal year (FY) 2019 for CSPGrants to Charter Management Organizations for the Replication and Expansion of High-Quality Charter Schools (Grants to Charter Management Organizations), Catalog of Federal Domestic Assistance (CFDA) number 84.282M. This notice corrects the instructions for responding to the application requirements listed in the NIA to state that an applicant must respond to requirement (d) in a stand- alone section of the application or in an appendix.

In accordance with the Paperwork Reduction Act of 1995, ED is proposing an extension of an existing information collection.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (the Department) publishes this notice of a new system of records entitled ``Text Ed: A Study of Text Messaging to Improve College Enrollment Rates among Disadvantaged Adults (18-13-41).'' This system contains individually identifying information voluntarily provided by grantees under the Department of Education's (Department') Educational Opportunity Centers (EOC) program which were selected to participate in the study and adult participants who receive services from those grantees. The EOC program is one of the Department's TRIO programs and primarily focuses on disadvantaged adults. The information in this system will be used to conduct a rigorous study of the effectiveness of customized text messages as an enhancement to EOC services, examining whether the messages lead to increased college enrollment and Free Application for Federal Student Aid (FAFSA) completion rates among adults receiving support from EOCs.

Per the authorizing legislation for the NACIQI, the Secretary of the U.S. Department of Education (Secretary) is seeking nominations for individuals to serve on the NACIQI.

In accordance with the Paperwork Reduction Act of 1995, ED is proposing a reinstatement of a previously approved information collection.

The Secretary announces deadline dates for the receipt of documents and other information from applicants and institutions participating in certain Federal student aid programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA), for the 2018-2019 award year. These programs, administered by the U.S. Department of Education (Department), provide financial assistance to students attending eligible postsecondary educational institutions to help them pay their educational costs. The Federal student aid programs (title IV, HEA programs) covered by this deadline date notice are the Pell Grant, Direct Loan, TEACH Grant, Iraq and Afghanistan Service Grant, and campus-based (FSEOG and FWS) programs.
