Elementary and Secondary Education Act of 1965, As Amended by the Every Student Succeeds Act-Accountability and State Plans
The Secretary proposes to amend the regulations implementing programs under title I of the Elementary and Secondary Education Act of 1965 (ESEA) to implement changes to the ESEA by the Every Student Succeeds Act (ESSA) enacted on December 10, 2015. The Secretary also proposes to update the current ESEA general regulations to include requirements for the submission of State plans under ESEA programs, including optional consolidated State plans.

Extension of Deadline Date; Data Disaggregation Initiative Program
On May 4, 2016, we published in the Federal Register (81 FR 26780) a notice inviting applications for new awards for fiscal year (FY) 2016 for the Data Disaggregation Initiative Program. The notice established July 5, 2016, as the deadline date for eligible applicants to apply for funding under the program. This notice extends the deadline for transmittal of applications to August 1, 2016. All other requirements and conditions stated in the notice inviting applications, including the deadline for intergovernmental review, remain the same.
Improving the Academic Achievement of the Disadvantaged (Migrant Education Program)
Under section 1308(b)(2)(B) of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act (Pub. L. 107-110) (ESEA, as amended), the Secretary is required to provide notice and seek public comment on the addition of any new proposed Minimum Data Elements (MDEs) for the Migrant Education Program (MEP). The Secretary proposes to add four new MDEs, and solicits public comments accordingly.
Federal Need Analysis Methodology for the 2017-18 Award Year-Federal Pell Grant, Federal Perkins Loan, Federal Work-Study, Federal Supplemental Educational Opportunity Grant, William D. Ford Federal Direct Loan, Iraq and Afghanistan Service Grant and TEACH Grant Programs
The Secretary announces the annual updates to the tables used in the statutory Federal Need Analysis Methodology that determines a student's expected family contribution (EFC) for award year 2017-18 for these student financial aid programs. The intent of this notice is to alert the financial aid community and the broader public to these required annual updates used in the determination of student aid eligibility.

On May 10, 2016, we published in the Federal Register (81 FR 28837) a notice inviting applications for new awards for fiscal year (FY) 2016 for the CSP Grants for Replication and Expansion of High-Quality Charter Schools program. This correction notice amends (1) the date of the pre- application webinar from June 16, 2016, to May 24, 2016; and (2) the deadline for transmittal of applications from June 20, 2016, to June 24, 2016. All other requirements and conditions stated in the notice inviting applications, including the deadline for intergovernmental review, remain the same.

On February 5, 2016, we published in the Federal Register (81 FR 6251) a notice inviting applications for fiscal year (FY) 2016 awards under the Small, Rural School Achievement (SRSA) program. The notice established a deadline of May 2, 2016, for submission of FY 2016 SRSA grant applications. This notice reopens the application period until May 31, 2016, 4:30:00 p.m., Washington, DC time. All other requirements and conditions stated in the notice inviting applications remain the same.

Title I-Improving the Academic Achievement of the Disadvantaged (Migrant Education Program)
The Secretary issues regulations to implement the Migrant Student Information Exchange (MSIX), a nationwide, electronic records exchange mechanism mandated under title I, part C, of the Elementary and Secondary Education Act of 1965, as amended (ESEA). As a condition of receiving a grant of funds under the Migrant Education Program (MEP), each State educational agency (SEA) must collect, maintain, and submit minimum educational and health information to MSIX within established time frames. The regulations are designed to facilitate timely school enrollment, grade and course placement, accrual of secondary course credits, and participation in the MEP for migratory children. Additionally, the regulations ultimately will help the Department to determine more accurate migratory child counts and meet other MEP reporting requirements.
Proposed Priority-Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are Deaf-Blind Program
The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are Deaf-Blind program. The Assistant Secretary may use this priority for competitions in fiscal year 2016 and later years. We take this action to provide training to working interpreters in order to develop a new skill area or enhance an existing skill area.
