Privacy Act of 1974; System of Records-Study of Enhanced College Advising in Upward Bound
In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of a new system of records entitled ``Study of Enhanced College Advising in Upward Bound'' (18-13-36). The National Center for Education Evaluation and Regional Assistance at the Department's Institute of Education Sciences awarded a contract in September 2012 to Abt Associates Inc. to conduct an impact evaluation of a strategy to enhance college advising within Upward Boundconsisting of a professional development program for Upward Bound staff that includes a set of tools and resources for staff and students. The system of records will contain records on approximately 136,000 Upward Bound students and 200 Upward Bound project staff and will be used to conduct the study.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 U.S.C. 552a, the Chief Operating Officer for Federal Student Aid (FSA) of the U.S. Department of Education (the Department) publishes this notice to revise the system of records entitled ``Common Services for Borrowers'' (CSB) system (18-11-16), originally published in the Federal Register on January 23, 2006 (71 FR 3503). The Department publishes this notice to revise the CSB system of records as a result of amendments to the Higher Education Act of 1965, as amended (HEA), made by the Higher Education Reconciliation Act of 2005 (HERA), the College Cost Reduction and Access Act of 2007 (CCRAA), the Higher Education Opportunity Act of 2008 (HEOA), and the Student Aid and Fiscal Responsibility Act of 2009 (SAFRA). Proposed Requirements-School Improvement Grants-Title I of the Elementary and Secondary Education Act of 1965
The U.S. Secretary of Education (Secretary) proposes revising the final requirements for the School Improvement Grants (SIG) program, published in the Federal Register on October 28, 2010, authorized under section 1003(g) of title I of the Elementary and Secondary Education Act of 1965, as amended (ESEA), to implement language in the Consolidated Appropriations Act, 2014, that allows local educational agencies (LEAs) to implement additional interventions, provides flexibility for rural LEAs, and extends the grant period from three to five years. Additionally, the proposed requirements make changes that reflect lessons learned from four years of SIG implementation.

Negotiated Rulemaking Committee; Public Hearings
We announce our intention to establish a negotiated rulemaking committee to prepare proposed regulations governing the Federal William D. Ford Direct Loan (Federal Direct Loan) Program authorized under Title IV of the Higher Education Act of 1965, as amended (HEA). The committee will include representatives of organizations or groups with interests that are significantly affected by the subject matter of the proposed regulations. We also announce two public hearings at which interested parties may suggest additional issues that should be considered for action by the negotiating committee. In addition, we announce that the Department will accept written comments regarding additional issues that should be considered for action by the negotiating committee.

On August 27, 2014 the U.S. Department of Education published a 60-day comment period notice in the Federal Register Pages 51144, Column 2 and 3; Page 51145, Column 1, 2 and 3 and Page 51146, Column 1 seeking public comment for an information collection entitled, ``2015- 2016 Federal Student Aid Application''. ED is requesting a correction to the Docket ID Number ED-2014-ICCD-0125. Docket ID should read as ED- 2014-ICCD-0126. The Acting Director, Information Collection Clearance Division, Privacy, Information and Records Management Services, Office of Management, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.
