This notice is an update to the previous notice published in the Federal Register (79 FR 28919) on May 20, 2014. Please note that the email address for the U.S. Department of Education, White House Liaison is whitehouseliaison@ed.gov. In addition, please be advised that the deadline for submission of nominations either electronically or via mail has been extended to no later than 12 noon Eastern Standard Time, June 23, 2014. As noted in the May 20, 2014 notice, instructions for submitting nominations are as follows: Any interested person or organization may nominate one or more qualified individuals for membership. If you would like to nominate an individual or yourself for appointment to the NCFMEA (including incumbents who wish to seek reappointment), please submit the following information to the U.S. Department of Education's White House Liaison Office. A cover letter addressed to the Secretary of Education that provides your reason(s) for nominating the individual; and A copy of the nominee's current resume or curriculum vitae. Contact information for the nominee (name, title, business address, business phone, fax number, and business email address). In addition, the cover letter must include a statement affirming that the nominee (if you are nominating someone other than yourself) has agreed to be nominated and is willing to serve on the Committee if selected. Nominees should be broadly knowledgeable about foreign medical education and accreditation, respected in the educational community, and representative of the relevant constituencies. The Assistant Secretary for Special Education and Rehabilitative Services announces a priority for the Disability and Rehabilitation Research Projects and Centers Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). Specifically, we announce a priority for a Rehabilitation Engineering Research Center (RERC) on Technologies to Enhance Independence in Daily Living for Adults with Cognitive Impairments. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2014 and later years. We take this action to focus research attention on an area of national need. We intend the priority to contribute to improved outcomes related to independence in daily activities in the home, community, or workplace setting for adults with cognitive impairments.

The Acting Assistant Secretary for Postsecondary Education announces two priorities for the Centers for International Business Education (CIBE) program. The Assistant Secretary may use these priorities for competitions in fiscal year (FY) 2014 and later years. The first priority promotes projects that propose to collaborate with one or more professional associations or businesses to expand employment opportunities for international business students, for example, by creating internships and work-study opportunities. We intend for the first priority to improve the preparation of international business students to enter the workforce. The second priority promotes projects that propose collaborative activities with a Minority-Serving Institution (MSI) or a community college. We intend for this priority to address a gap in the types of institutions, faculty, and students that have historically benefitted from the instruction, training, and outreach available at centers for international business education.

The Assistant Secretary for Special Education and Rehabilitative Services proposes a priority for the Research Fellowships Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). Specifically, this notice proposes a priority for a Distinguished Residential Policy Fellowship. We take this action to focus attention on an area of national need. We intend the priority to build research capacity by providing support to highly qualified, experienced researchers, including those who are individuals with disabilities, to conduct policy research in the areas of disability and rehabilitation.
Funding Down the Grant Slate From Fiscal Year (FY) 2012; Graduate Assistance in Areas of National Need (GAANN) Program

The Secretary intends to use the grant slate developed in FY 2012 for the GAANN Program authorized by Section 711 of the Higher Education Act of 1965, as amended (HEA), to make new grant awards in FY 2014. The Secretary takes this action because a significant number of high-quality applications remain on the FY 2012 grant slate and limited funding is available for new grant awards in FY 2014. We expect to use an estimated $1,268,000 for new awards in FY 2014.

Final Waiver and Extension of the Project Period for the Literacy Information and Communication System Regional Professional Development Centers

For the 36-month grant projects funded in fiscal year (FY) 2011, using FY 2010 funds, under the Literacy Information and Communication System (LINCS) Regional Professional Development Centers (RPDC) program, the Secretary hereby waives the restriction against project period extensions involving the obligation of additional Federal funds, and extends the project period of the four LINCS RPDC grants for an additional 12 months. This will enable the four current LINCS RPDC grantees that received awards under the FY 2011 competition to seek a continuation award for one additional year through FY 2015 with FY 2014 funds; and we will not announce a new LINCS RPDC competition in FY 2014.
