The Department of Education (Department) reopens the competition for transmittal of applications for new awards for fiscal year (FY) 2011 under the Promise Neighborhoods Program Implementation and Planning grant competitions. The Department takes this action to allow more time for the preparation and submission of applications by prospective eligible applicants affected by the severe storms, flooding, property damage, and loss of electrical power that occurred as a result of Hurricane Irene on the East Coast of the United States, beginning on August 26, 2011, and continuing through the publication of this notice. The reopening of the competitions is intended to help affected eligible applicants compete fairly with other eligible applicants under this competition. Due to the widespread impact of Hurricane Irene, the competition is reopened to all eligible applicants.

On October 28, 2009, the Department of Education (Department) published final regulations in the Federal Register to implement requirements relating to education loans that were added to the Higher Education Act of 1965, as amended (HEA), by the Higher Education Opportunity Act (HEOA). The Department also amended regulations for the Student Assistance General Provisions, Federal Perkins Loan Program, Federal Family Education Loan Program, and William D. Ford Federal Direct Loan Program to implement certain provisions of the HEA that involve school-based loan issues and that were affected by the statutory changes made to the HEA by the HEOA. That document inadvertently included minor technical errors in the amendments to 34 CFR part 668. This document corrects the final regulations.

The Assistant Secretary for the Office of Special Education and Rehabilitative Services announces a priority under the Special Demonstration Programs authorized under section 303(b) of the Rehabilitation Act of 1973, as amended (Rehabilitation Act). The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2011 and later years. We take this action to focus technical assistance (TA) on areas of national need identified by the Rehabilitation Services Administration (RSA) through analyses of information obtained during monitoring and oversight of its vocational rehabilitation (VR) programs. We intend the priority to increase the transfer, utilization, and dissemination of information on promising practices and knowledge from research on topics in the field of rehabilitation that have national significance and to improve the performance of State VR agencies.

Pursuant to the Privacy Act of 1974, as amended, and the Office of Management and Budget (OMB) guidelines on the conduct of computer matching programs, notice is hereby given of the establishment of a computer matching program between the U.S. Department of Education (ED) (recipient agency), and the U.S. Office of Personnel Management (OPM) (source agency). This matching program will become effective as explained in this notice. The Secretary issues this notice to waive the requirements in the Education Department General Administrative Regulations (EDGAR) that generally prohibit project periods exceeding five years and extensions of project periods involving the obligation of additional Federal funds. This extension of project period and waiver enables the currently funded National Early Childhood Technical Assistance Center to receive funding from October 1, 2011 through September 30, 2012.
