The Secretary of Education proposes priorities, requirements, definitions, and selection criteria for the Full-Service Community Schools (FSCS) program. The Secretary may use these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2010 and later years. We take this action to focus Federal assistance on supporting collaboration among schools and entities within a community in the provision of comprehensive academic, social, and health services for students, students' family members, and community members. We intend the priorities to support the improvement of student outcomes through their promotion of strong school-community partnerships that support effective resource coordination and service delivery.

On January 20, 2010, we published in the Federal Register (75 FR 3212) a notice inviting applications for FY 2010 for the Cooperative Civic Education and Economic Education Exchange Program. The notice stated that a list of eligible countries was included in the application package (75 FR 3214). The list of eligible countries included in the application package at the time the notice inviting applications for FY 2010 was published was the list that was used in the FY 2009 program grant competition. However, an updated list of eligible countries has since been approved for FY 2010. The new list of eligible countries for FY 2010 is included in an updated application package that has been posted to the following Department of Education Web sites: https://e-Grants.ed.gov and https://www.ed.gov/programs/ coopedexchange/applicant.html. Therefore, in order to give applicants adequate time to access the updated application package, we are changing the deadline for the submission of applications to March 15, 2010. With this change in the deadline date, we are also changing the deadline date for intergovernmental review. The specific changes to be made are as follows:

The Director of the Institute of Education Sciences (Institute) announces the Institute's FY 2011 competitions for grants to support education research and special education research. The Director takes this action under the Education Sciences Reform Act of 2002, title I of Public Law 107-279. The intent of these grants is to provide national leadership in expanding fundamental knowledge and understanding of education from early childhood education through postsecondary and adult education.

The public hearing is hereby cancelled.

The Secretary is publishing the following list pursuant to section 607(f) of the Individuals with Disabilities Education Act (IDEA). Under section 607(f) of the IDEA, the Secretary is required, on a quarterly basis, to publish in the Federal Register a list of correspondence from the U.S. Department of Education (Department) received by individuals during the previous quarter that describes the interpretations of the Department of the IDEA or the regulations that implement the IDEA.

The U.S. Secretary of Education (Secretary) amends the final requirements for School Improvement Grants (SIG) authorized under section 1003(g) of Title I of the ESEA and funded through both the Consolidated Appropriations Act, 2009 (Pub. L. 111-8) and the ARRA to incorporate new authority included in the Consolidated Appropriations Act, 2010 (Pub. L. 111-117) applicable to fiscal year (FY) 2010 SIG funds and FY 2009 ARRA SIG funds. Specifically, the Consolidated Appropriations Act, 2010 expands the group of schools that are eligible to receive SIG funds. In addition, the Consolidated Appropriations Act, 2010 raises the maximum amount of SIG funds that a State educational agency (SEA) may award to a local educational agency (LEA) for each participating school from $500,000 to $2,000,000. This notice incorporates these changes into the final SIG requirements that the Department published on December 10, 2009.

On December 15, 2009, we published in the Federal Register (74 FR 66300) a notice inviting applications for new awards for FY 2010. The notice specified a deadline date of February 16, 2010 for the submission of applications. Since publication, however, we have learned that the Department's e-Application system will be shut down for a system update from February 10, 2010 through February 15, 2010. Therefore, in order to give applicants adequate time to upload their application packages, we are changing the deadline for the submission of applications to February 19, 2010. With this change in the deadline date, we are also changing the deadline date for intergovernmental review. The specific changes to be made are as follow:
