In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 U.S.C. 552a, the Chief Operating Officer for Federal Student Aid (FSA) of the Department of Education (Department) publishes this notice to rename and revise the system of records entitled ``Recipient Financial Management System (RFMS)'' (18-11-02). In this notice, the Department is replacing the RFMS system with the ``Common Origination and Disbursement'' (COD) system. The COD system is designed to assist the Department in administering Federal grant and loan programs authorized by title IV of the Higher Education Act of 1965, as amended (HEA), and to include information needed under Federal grant programs created by the Higher Education Reconciliation Act of 2005, title VIII of Public Law 109-171. The COD system will contain records associated with the activities required of participating educational institutions to originate an award (establish the eligibility of an individual to receive a Federal grant or loan) from those programs authorized by the HEA for which the Department provides funds directly to those institutions on a student- level or recipient-level basis. This system will also contain records evidencing the disbursement of program funds by participating educational institutions to those individuals whose eligibility was previously established. The Department seeks comments on the proposed routine uses described in this altered system of records notice, in accordance with the requirements of the Privacy Act.

The Secretary intends to use the grant slate developed in FY 2008 for the GEAR UP Program authorized by Title IV, Part A of the Higher Education Act of 1965, as amended (HEA), to make new grant awards in FY 2010. The Secretary takes this action because a significant number of high-quality applications remain on the FY 2008 grant slate. We expect to use an estimated $4,481,799 for new awards in FY 2010.
International Education Programs Service; Fulbright-Hays Group Projects Abroad Program

The Assistant Secretary for Postsecondary Education announces two priorities for the Fulbright-Hays Group Projects Abroad (GPA) Program administered by the International Education Programs Service. The Assistant Secretary may use these priorities for competitions in fiscal year (FY) 2011 and later years. We intend these two priorities to help increase the number of teachers at the Kindergarten-grade 12 (K-12) level with skills in a second language and knowledge of other cultures around the world by supporting short-term projects abroad (1) that provide pre-service teachers with training or courses in foreign languages and international area studies as part of a teacher education curriculum developed through collaboration between colleges or departments of education and colleges or departments of arts and sciences within institutions of higher education, and (2) in which at least 50 percent of participants are K-12 teachers, K-12 administrators, or both. The first priority supports projects that will help give pre-service teachers a deeper knowledge of languages and cultures from around the world. The second priority supports projects that will help increase the study abroad opportunities for in-service teachers, giving these individuals exposure to another country and its culture.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 United States Code (U.S.C.) 552a, the Chief Operating Officer for Federal Student Aid (FSA) of the U.S. Department of Education (Department) publishes this notice proposing to revise the system of records entitled ``National Student Loan Data System (NSLDS)'' (18-11-06), 64 FR 72395-72397 (December 27, 1999). In this notice, the Department proposes to revise this system of records to make updates needed as a result of legislative changes to the Higher Education Act of 1965, as amended (HEA) made by the College Cost Reduction and Access Act of 2007 (Pub. L. 110-84), enacted on September 27, 2007, and by the Higher Education Opportunity Act (Pub. L. 110-315) (HEOA), enacted on August 14, 2008. As a result of these legislative changes, we have updated the categories of records maintained in this system, clarified the categories of individuals covered by the system and the system's purposes, and expanded the routine uses to reflect needed programmatic disclosures.
