The Secretary is amending the Federal Perkins Loan (Perkins Loan) Program, Federal Family Education Loan (FFEL) Program, and William D. Ford Federal Direct Loan (Direct Loan) Program regulations to implement the changes to the Higher Education Act of 1965, as amended (HEA), resulting from the enactment of the Third Higher Education Extension Act of 2006 (THEEA), Public Law 109-292. These interim final regulations reflect the provisions of the THEEA that authorize the discharge of the outstanding balance of certain Perkins, FFEL, and Direct Loan Program loans for survivors of eligible public servants and other eligible victims of the September 11, 2001, terrorist attacks.

This notice provides information about seven one-day technical assistance workshops to assist institutions of higher education interested in preparing grant applications for FY 2007 new awards under the HSI program. Staff will present information about the purpose of the HSI program, selection criteria, application content, submission procedures, and reporting requirements. Although the Department has not yet announced an application deadline date in the Federal Register for the FY 2007 competition, the Department is holding these workshops to give potential applicants guidance for preparing applications for the competition we expect to conduct in FY 2007. Specific requirements for the FY 2007 competition will be published in a separate Federal Register notice. This notice announces the technical assistance workshops only.

We intend for this priority to help strengthen the connection between school libraries and the instructional programs in these schools and districts.

The Secretary of Education (Secretary) announces the establishment of a negotiated rulemaking committee to develop proposed regulations related to the Federal student loan programs authorized by Title IV, Parts B, D, and E of the Higher Education Act of 1965, as amended (HEA). The Secretary is also announcing that she will establish a negotiating committee that will begin meeting in January to address issues related to the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent (National SMART) Grant programs. The Secretary is still considering whether to establish additional committees to address accreditation issues and/or other Title IV programmatic, institutional eligibility and general provisions issues. The Secretary also is announcing that she is reopening our request for nominations of individual negotiators to serve on the ACG and National SMART Grant programs committee and any additional negotiating committees that may be formed to address accreditation issues and other Title IV programmatic, institutional eligibility, and general provisions issues.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of a new system of records entitled ``Even Start Classroom Literacy Interventions and Outcomes (CLIO) Study (18-13-09)'' and deletes the system of records entitled ``Even Start Performance Information Reporting System and Experimental Design Study,'' (18-02- 01), 64 FR 30110-30112 (June 4, 1999) because the Study has been completed. The new system of records will contain information about adults and children in the William F. Goodling Even Start Family Literacy Programs (Even Start) (Title I, Part B, Subpart 3, Elementary and Secondary Education Act of 1965 (ESEA)) who participate in the CLIO study, on project staff from the Even Start grantees participating in the CLIO study, and on the kindergarten and first grade teachers of CLIO children. That information includes names, addresses, demographic information such as race/ethnicity, age, educational background and Even Start CLIO participating adults' and project staff and teacher responses to interview questions, and the results of literacy assessments of Even Start CLIO participating adults and children.
