We published a notice in the Federal Register on April 1, 2005 (70 FR 16784), announcing plans to hold a series of public meetings to seek comments and suggestions about proposed regulations under 34 CFR parts 300 and 303 to implement programs under the recently amended IDEA. Under DATES, the day and date listed for the first meeting has been changed. The first meeting is listed as ``Monday, June 6, 2005 in San Antonio, TX''. This date is corrected to read ``Thursday, July 7, 2005 in San Antonio, TX'' for this location. This document also provides the information on specific sites for each of the currently planned public meetings.

This notice sets forth the schedule and proposed agenda of an upcoming open meeting of the Board and is intended to notify the general public of their opportunity to attend. This notice also describes the functions of the Board. Notice of the Board's meetings is required under Section 10(a)(2) of the Federal Advisory Committee Act and by the Board's charter. Agenda: The purpose of the meeting will be to investigate ways the federal government can help tribal colleges use long-term development, endowment building and planning to strengthen institutional viability through private sector funding support. In addition, the Board will review and make a first assessment of the annual reports submitted by federal departments and agencies to the WHITCU as required by Executive Order 13270. Other topics include further enhancing the Board's strategic plan including identifying ways to expand and complement federal education initiatives; employing new and emerging technologies; augmenting resources to ultimately impact the recruitment and retention of students and faculty; and, assisting in implementing the No Child Left Behind Act of 2001 and meeting other high standards of educational achievement within the nation's tribal colleges and universities.

The Secretary of Education announces the annual updates to the tables that will be used in the statutory ``Federal Need Analysis Methodology'' to determine a student's expected family contribution (EFC) for award year 2006-2007 under Part F of Title IV of the Higher Education Act of 1965, as amended (HEA). An EFC is the amount a student and his or her family may reasonably be expected to contribute toward the student's postsecondary educational costs for purposes of determining financial aid eligibility. The Part F Programs include the Federal Pell Grant, campus-based (Federal Perkins Loan, Federal Work- Study, and Federal Supplemental Educational Opportunity Grant Programs), Federal Family Education Loan, and William D. Ford Federal Direct Loan Programs (Title IV, HEA Programs).

Under the Small, Rural School Achievement (SRSA) program, we award grants on a formula basis to eligible local educational agencies (LEAs) to address the unique needs of small, rural school districts. In this notice, we establish the deadline for submission of the fiscal year (FY) 2005 SRSA grant applications. As discussed in this notice, if an eligible LEA submitted an application for SRSA grant funds for a prior year, the LEA is considered to have met the FY 2005 application requirement based on its previously submitted application and does not have to submit a new application to the Department to receive its FY 2005 SRSA grant award. Application Deadline: June 17, 2005, 4:30 p.m. eastern time.

The original notice for this FY 2005 competition established a May 9, 2005, deadline date for eligible applicants to apply for funding under this program. In order to afford as many eligible applicants as possible an opportunity to receive funding under this program, we are reopening the Star Schools program FY 2005 competition. The new application deadline date for the competition is May 20, 2005.

The Assistant Secretary for Vocational and Adult Education proposes to change certain requirements governing the Community Technology Centers (CTC) program that were established in 2004 and used for the Fiscal Year (FY) 2004 CTC competition. Specifically, the Assistant Secretary proposes to remove the following two requirements: (1) Novice and non-novice applicants in CTC competitions must be ranked and funded separately, and (2) at least 75 percent of the funds must be set aside for non-novice applicants and up to 25 percent of the funds must be set aside for novice applicants. The Assistant Secretary intends to make awards in FY 2005 from the list of unfunded applicants from the FY 2004 CTC competition.
