Notice of Extension of Public Comment Period for Draft Environmental Impact Statement for the Proposed Homeporting of Additional Surface Ships at Naval Station Mayport, Florida
Under the National Environmental Policy Act, the U.S. Environmental Protection Agency published a notice of availability on March 28, 2008 in the Federal Register (FR Doc. E8-6424, page 16672) for the Draft Environmental Impact Statement (Draft EIS) for Mayport Naval Station Project, Proposed Homeporting of Additional Surface Ships, Several Permits, Mayport (EIS No. 20080103). This notice announces the extension of the public comment period from May 12, 2008 to May 27, 2008.
Certifications and Exemptions under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS FREEDOM (LCS 1) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
