This DEIS evaluates the potential effects of the implementation of various projects needed for the safety and mission of the facility and provides an analysis of the effects of implementing real property maintenance, repair, upgrade, and development actions. The proposed action is needed to address improvements to real property related to explosive safety, waterfront maintenance, security, and linear infrastructure. In accordance with the Privacy Act of 1974, the Office of the Secretary of Defense is modifying and reissuing a current system of records titled, "Defense Sexual Assault Incident Database," DHRA 06. This system of records was originally established to centralize case- level sexual assault data involving a member of the Armed Forces, in a manner consistent with statute and DoD regulations for Unrestricted and Restricted reporting; and to facilitate reports to Congress on claims of retaliation in connection with an Unrestricted Report of sexual assault made by or against a member of the Armed Forces. Additional laws and policy changes require DSAID to include information on the claims of retaliation connected with Unrestricted Reports of sexual assault made by or against a member of the Armed Forces and Unrestricted Reports of adult sexual assault cases under the Family Advocacy Program (FAP). This system of records notice (SORN) is being updated to comply with the National Defense Authorization Act (NDAA), provide the ability to collect sexual assault cases for the U.S. Space Force (USSF), and improve prevention. This SORN is also being updated to add three standard DoD routine uses (routine uses B, I, and J), and various other sections within the SORN to improve clarity or update information that has changed. Additionally, the DoD is issuing a Notice of Proposed Rulemaking, which proposes to exempt this system of records from certain provisions of the Privacy Act, elsewhere in today's issue of the Federal Register.

In 2020, the U.S. Army Corps of Engineers (Corps), Bureau of Reclamation (Reclamation), and Bonneville Power Administration (Bonneville) issued the 2020 Columbia River System Operations Final Environmental Impact Statement (CRSO EIS; DOE/EIS-0529), which addressed the ongoing operations, maintenance, and configuration of fourteen Federal Columbia River System (CRS) multiple purpose dams and related facilities located throughout the Columbia River basin. The Corps and Reclamation (Co-Lead Agencies) intend to prepare a supplemental EIS to address environmental effects from proposed changes to the selected alternative in the CRSO EIS and new circumstances and information about the significance of adverse effects that arose or became available after completion of the CRSO EIS. Bonneville has not elected to serve as a co-lead agency for this SEIS and has instead expressed interest in participating as a cooperating agency.

Pursuant to the National Environmental Policy Act (NEPA), Council on Environmental Quality implementing regulations, and Presidential Executive Order 12114, the DoN (including both the United States [U.S.] Navy and the U.S. Marine Corps [USMC]), as the lead agency, jointly with the U.S. Coast Guard, U.S. Army, and U.S. Air Force, has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) for Hawaii-California Training and Testing (HCTT) activities. The Draft EIS/OEIS includes an analysis of the potential environmental effects associated with conducting at-sea training and testing activities, and modernization and sustainment of ranges (collectively referred to as "military readiness activities") within the HCTT Study Area.
