Notice of Availability of the Draft National Levee Safety Guidelines
The U.S. Army Corps of Engineers (USACE) and the Federal Emergency Management Agency (FEMA) have made available for public review and comment the draft National Levee Safety Guidelines (Guidelines). The draft Guidelines are intended to serve as a national resource of best practices to help achieve nationwide consistency in improving the reliability of levees and resilience of communities behind levees throughout the United States. The draft Guidelines have been developed with stakeholder input as part of the National Levee Safety Program.

Notice of Final Federal Agency Action on the Authorization for the Port of Corpus Christi Authority Channel Deepening Project
USACE announces final agency action on the USACE authorization for the proposed deepening of the Port of Corpus Christi Authority Channel Deepening Project (CDP) located in and along the existing Corpus Christi Ship Channel. USACE has issued a permit authorizing the construction and maintenance of the CDP Project under sections 10 and 14 of the Rivers and Harbors Act of 1899 (RHA), section 404 of the Clean Water Act (CWA), and section 103 of the Marine Protection, Research and Sanctuaries Act (MPRSA). The CDP Project is a "covered project" under Title 41 of the Fixing America's Surface Transportation Act.
DoD Assistance to Non-Government, Entertainment-Oriented Media Productions
DoD is proposing revisions to implement requirements of section 1257 of the National Defense Authorization Act for Fiscal Year 2023. This statute prohibits assistance to entertainment projects such as feature motion pictures, episodic television programs, documentaries, and computer-based games that have complied or are likely to comply with a demand from the Government of the People's Republic of China (PRC), the Chinese Communist Party (CCP), or an entity under the direction of the PRC or the CCP, to censor the content of the project in a material manner to advance the national interest of the PRC. This proposed rule informs producers and production companies that request DoD assistance about the procedures needed to implement the restrictions imposed by section 1257. It includes a discussion of the information the Department will use to determine whether to assist or continue to assist an entertainment project. It also describes the DoD proposed certification process and includes two updated sample Production Assistance Agreements (PAA) implementing section 1257 provisions.

The approval authority for the changes to the MCM is the President, while the approval authority for the changes to the supplementary materials is the General Counsel of the DoD.
Arms Sales Notification; Withdrawal
On Thursday, June 6, 2024, the DoD published the unclassified text of an arms sales notification in the Federal Register. The published notice contained a Policy Justification for the North Atlantic Treaty Organization (NATO) and a Policy Justification for the Taipei Economic and Cultural Representative Office in the United States (TECRO). The Policy Justification for NATO was erroneously included. DoD is withdrawing the notice and will resubmit a corrected TECRO notice for publication at a later date.
Notice of Intent To Prepare a Draft Feasibility Report and Environmental Impact Statement for the Collier County Coastal Storm Risk Management Project, Collier County, Florida
Pursuant to the National Environmental Policy Act of 1969, the U.S. Army Corps of Engineers (USACE) plans to prepare a draft Integrated Feasibility Study and Environmental Impact Statement (IFR/ EIS) for the Collier County Coastal Storm Risk Management Study. This study will investigate the feasibility of managing coastal storm risks to nearshore areas of Collier County, Florida, from hurricanes and other storms with their associated wind, storm surge, and coastal flooding. This notice announces USACE's intent to determine the scope of the issues to be addressed and identify the significant issues related to a proposed action.
