The deadline for submitting comments is being extended from January 13, 2023, to February 13, 2023, to provide additional time for interested parties to provide comments on the proposed rule.

In accordance with the Privacy Act of 1974, the DoD is modifying and reissuing a current system of records originally titled, ``Military OneSource Case Management System (CMS),'' DPR 45, which is being renamed as ``Military OneSource Business Operations Information System''. This system of records was originally established by the USD(P&R) to collect and maintain records in the Military OneSource Case Management of individuals' eligibility for support as well as processing training registration, enrollment, requests, and self- motivated education/training for its Learning Management System. The Military OneSource is a call center and website providing comprehensive information on available benefits and services to Active Duty Military, Reserve and National Guard, eligible separated members and their family members. These benefits and services include financial counseling, educational assistance and benefits, relocation planning and preparation, quality of life programs, and family and community programs. In addition to formatting administrative changes, this modification changes the categories of individuals, categories of records, the system location, system manager, authorities, record source categories, policy and practices for storage, record access, contesting and notification procedures, as well as the routine uses within the SORN.

This system of records is being modified to support additional information systems being established within the DoD using the same categories of data for the same purposes. The system number is changing from DPR-39 to DoD-0012, to reflect its status as a DoD-wide system of records, and the name is changing from ``DoD Personnel Accountability and Assessment System'' to ``Defense Accountability and Assessment Records.'' The DoD is also modifying numerous sections of the notice, including the system location, system managers, authority for maintenance of the system, purpose of the system, individuals covered by the system, record source categories, routine uses, and notification procedures. This system of records covers DoD's maintenance of records about accountability for and status of DoD-affiliated individuals, including Military Service members, civilian employees, dependents and family members, contractors, and other DoD-affiliated personnel (including individuals in other uniformed services performing DoD-related assignments) in a natural or man-made disaster, public health emergency, similar crisis, or when directed by the Secretary of Defense. This system may also apply to DoD's maintenance of records about DoD-affiliated individuals that are necessary to respond to anomalous health incidents (AHIs), such as AHIs contemplated by two sections of the National Defense Authorization Act of Fiscal Year 2022, when such records are not covered by another system, such as EDHA 07, Military Health Information System (June 15, 2020). The Corps of Engineers is proposing to amend its regulations for an existing danger zone in the waters of the Potomac River near Dahlgren, Virginia. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) operates research, development, testing, and evaluation ranges on the Potomac River using the danger zones as defined in the existing regulation. The NSWCDD range operations center controls Navy operations on the Potomac River Test Range. The purpose of this amendment is to expand the middle danger zone for ongoing infrared sensor testing for detection of airborne chemical or biological agent simulants, directed energy testing, and for operating manned or unmanned watercraft. This amendment will extend the legal authority to engage civilian watercraft for safe transit instructions in the Potomac River within the expanded middle danger zone.

The Corps of Engineers is proposing to establish three danger zones in the waters of Carr Creek and Whitehall Bay in the vicinity of the Naval Support Activity Annapolis. The establishment of the proposed danger zone in Carr Creek is necessary to enable safe operation of the United States Naval Academy firing range and to reflect the routine and periodic usage of the firing range for training sailors, midshipmen, and law enforcement personnel.
