The United States Air Force (USAF) (co-lead agency), in coordination with the United States Marine Corps (USMC) (co-lead agency), is issuing this amended notice to advise the public of the continuing intent to prepare a Legislative Environmental Impact Statement (LEIS) for the proposed extension of the Barry M. Goldwater Range (BMGR) land withdrawal and reservation in Arizona. The LEIS will also address a proposal to withdrawal approximately 2,366 acres of additional public land adjacent to Gila Bend Air Force Auxiliary Airfield to enhance the security and safety of flight operations at the airfield. However, as a direct result of the National Emergency declared by the President on Friday, March 13, 2020, in response to the coronavirus (COVID-19) pandemic in the United States and the Center for Disease Control's recommendations for social distancing and avoiding large public gatherings, the Air Force is now canceling five public scoping meetings between April 9, 2020 and April 30, 2020. In lieu of the public scoping meetings, the Air Force will use the alternative means set forth below to inform the public and stakeholders and to obtain input for scoping the proposed action.

This System of Records will become the DoD ``Enterprise Mass Warning and Notification System (EMWNS),'' DCIO 02 DoD. The DoD seeks to implement a system to quickly send alert notifications to Active Duty, Reserve, and National Guard personnel, dependents, DoD civilians, and contractors in an emergency event. The system efficiently notifies and communicates critical safety information to personnel located both on and off military locations. The system enables respondents to communicate with their respective chains of command to account for themselves during emergency events.

In the February 25, 2020 issue of the Federal Register, the U.S. Army Corps of Engineers (USACE) issued a notice announcing the availability of its draft agency guidance entitled, Engineer Circular 1165-2-218: U.S. Army Corps of Engineers Levee Safety Program, for comment. In that notice, USACE stated that written comments must be submitted on or before April 27, 2020. It was the intent of USACE to host five in-person public sessions to provide additional opportunities to exchange information related to the draft Engineer Circular prior to the conclusion of the open comment period. Due to ongoing concerns related to coronavirus disease 2019 (COVID-19), USACE has postponed the in-person public sessions until such a time they can be safely rescheduled or an alternative plan for virtual information exchange can be implemented. USACE recognizes that feedback from the public and our partners is key to the success of the USACE Levee Safety Program, and provides opportunity to build trusting and transparent relationships. As a result, USACE is extending the public comment period on the draft Engineer Circular until July 27, 2020. The United States (U.S.) Department of the Navy (Navy), after carefully weighing the strategic, operational, and environmental consequences of the Proposed Action, announces its decision to select Alternative 3 (Preferred Alternative) from the Fallon Range Training Complex (FRTC) Final Environmental Impact Statement (EIS) Environmental), dated January 2020. This alternative will support the Navy's request for a legislative proposal in the National Defense Authorization Act for Fiscal Year 2021 for Congressional action and Presidential approval for renewal of the current federal land withdrawal and withdrawal of additional federal land to expand the range. It also includes the acquisition of non-federal land. While making this decision, the Navy carefully weighed its strategic and operational needs; potential impacts on the human, natural, and cultural environment; and comments from government officials and agencies, tribal governments, and the public on the proposal and environmental analysis. The Navy selected Alternative 3 because it best meets the purpose of and need for modernization while minimizing impacts on public access and land use. The Navy will implement management practices, monitoring, and mitigation measures to reduce potential impacts of the FRTC modernization.

The Office of the Under Secretary of Defense (Comptroller) proposes to add a System of Records titled, ``Defense Repository for Common Enterprise Data (DRCED),'' DUSDC 01. This system will automate financial and business transactions, perform cost-management analysis, produce oversight and audit reports, and provide critical data linking to improve performance of mission objectives. Congress mandated the creation of this system through the National Defense Authorization Act of 2018 and then codified it by statute as ``Defense Business Systems: Business Process Reengineering; Enterprise Architecture; Management.'' The DRCED's purpose is to improve the Department's defense business enterprise by synchronizing and normalizing data for affordability, performance, and mission readiness. To achieve this, the DRCED will optimize technology to provide an enterprise solution for integrating and analyzing targeted data from existing Department systems to develop timely, actionable, and insightful conclusions in support of national strategies. Also, DRCED is capable of creating predictive analytic models based upon specific data streams to equip decision makers with critical data necessary for execution of fiscal and operational requirements.

This final rule removes DoD's regulation concerning the National Guard Bureau Privacy Program. On April 11, 2019, the Department of Defense published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide privacy program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, this part is now unnecessary and may be removed from the CFR.

This rule aligns TRICARE with Medicare's policy, which permits PTAs or OTAs to provide physical or occupational therapy when supervised by a licensed registered physical therapist or occupational therapist.
