Intent To Prepare an Environmental Impact Statement for the City of Abilene, Texas, Cedar Ridge Reservoir Water Supply Project
The U.S. Army Corps of Engineers (USACE) is preparing an Environmental Impact Statement (EIS) to analyze the direct, indirect, and cumulative effects of a proposed water supply project, the Cedar Ridge Reservoir, proposed by the City of Abilene, TX. A Clean Water Act Section 404 permit would be required for the construction and operation of the proposed Project since it would result in permanent and temporary impacts to waters of the United States. The Project, as proposed by the applicant, is intended to provide approximately 34,400 acre-feet of new reliable water supply to address additional water supply needs. The Cedar Ridge Project would be a non-federal project constructed, owned, and operated by the City of Abilene.

In compliance with the Paperwork Reduction Act of 1995, DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection requirement for use through August 31, 2018. DoD proposes that OMB extend its approval for three additional years.

This final rule removes the Department of Defense (DoD) regulation concerning defense support of civil authorities. This part contains DoD policy and assigns responsibilities for Defense Support of Civil Authorities (DSCA). This part also authorizes immediate response authority for providing DSCA, when requested, and authorizes emergency authority for the use of military force, under dire situations. The content of the rule is internal to DoD and does not require codification. The part will be removed.
Defense Support of Civilian Law Enforcement Agencies
This final rule removes the Department of Defense (DoD) regulation concerning defense support of civilian law enforcement agencies. This part establishes DoD policy, assigns responsibilities, and provides procedures to key DoD individuals who provide support to Federal, State, Tribal, and local civilian law enforcement agencies within the United States, including the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any territory or possession of the United States or any other political subdivision thereof. Although civilian law enforcement agencies may request support from DoD, this part neither confers a benefit not otherwise provided for in statute nor imposes a burden on civilian law enforcement agencies. Therefore, this part may be removed from the CFR.
