Notice of Public Meetings for the Draft Environmental Impact Statement/Overseas Environmental Impact Statement for Navy Atlantic Fleet Training and Testing
Pursuant to the National Environmental Policy Act (NEPA) of 1969 and regulations implemented by the Council on Environmental Quality, the Department of the Navy (DoN) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement (EIS)/Overseas EIS (OEIS) for public release on June 30, 2017, to evaluate the potential environmental effects from training and testing activities conducted within the Navy's Atlantic Fleet Training and Testing (AFTT) Study Area. The Study Area is in the western Atlantic Ocean and encompasses the waters along the east coast of North America, the Gulf of Mexico, portions of the Caribbean Sea, Navy pierside locations and port transit channels, waters near civilian ports, and inland waters (e.g., lower Chesapeake Bay). The Study Area covers approximately 2.6 million square nautical miles of ocean area and includes designated Navy operating areas and special use airspace. The National Marine Fisheries Service (NMFS) is a Cooperating Agency for the EIS/OEIS. With the filing of the Draft EIS/OEIS, the DoN is initiating a 60- day public comment period and has scheduled five public meetings to receive oral and written comments on the Draft EIS/OEIS. This notice announces the dates and locations of the public meetings for this Draft EIS/OEIS and provides supplementary information about the environmental planning effort. Dates and Addresses: The Draft EIS/OEIS public review period will begin June 30, 2017, and end on August 29, 2017. The Navy will hold five public meetings to inform the public about the Proposed Action and the alternatives under consideration, and to provide an opportunity for the public to comment on the Proposed Action, alternatives, and the adequacy and accuracy of the analysis in the Draft EIS/OEIS. Each of the public meetings will be conducted in an open-house format with informational stations staffed by DoN representatives. These representatives will be available during the public meeting to clarify information related to the Draft EIS/OEIS. Federal, state, and local agencies and officials, and interested groups and individuals are encouraged to provide comments in person at any of the public meetings or in writing during the public comment period. The public meetings will be held between 4 p.m. and 8 p.m. on the following dates and at the following locations: 1. Wednesday, July 19, 2017, Hotel Providence, 139 Mathewson Street, Providence, RI 02903. 2. Tuesday, July 25, 2017, UNC Institute of Marine Sciences, 3431 Arendell Street, Morehead City, NC 28557. 3. Wednesday, July 26, 2017, Nauticus, 1 Waterside Drive, Norfolk, VA 23510. 4. Tuesday, August 1, 2017, Prime F. Osborn III Convention Center, 1000 Water Street, Jacksonville, FL 32204. 5. Thursday, August 3, 2017, Gulf Coast State College Conference Center, 5230 W. Highway 98, Panama City, FL 32401. Attendees will be able to submit comments in writing or orally using a voice recorder at the public meetings. Equal weight will be given to oral and written statements. Comments may also be submitted by U.S. postal mail or electronically via the project Web site provided below. Written comments may be submitted by mail to Naval Facilities Engineering Command Atlantic, Attn: Code EV22KP (AFTT EIS Project Managers), 6506 Hampton Boulevard, Norfolk, VA 23508-1278 and through the project Web site; all written comments must be post marked or received by August 29, 2017. All statements, oral or written, submitted during the public review period will become part of the public record on the Draft EIS/OEIS and will be considered in preparation of the Final EIS/OEIS. Withdrawal of Notice of Intent to Prepare an Environmental Impact Statement for the Chuitna Coal Mine Project, Alaska
In accordance with the National Environmental Policy Act (NEPA), on January 4, 2011, the Alaska District, U.S. Army Corps of Engineers (Corps) initiated the Supplemental Environmental Impact Statement (EIS) process to identify and analyze potential impacts associated with the proposed Chuitna Coal Mine Project to assist in evaluating a Department of the Army permit application pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899. On March 30, 2017, the applicant announced its decision to suspend pursuit of permitting efforts on the project. Therefore, the Corps is terminating the EIS process, and is withdrawing the Notice of Intent published in the Tuesday, January 4, 2011, issue of the Federal Register.

Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration (Demo) Project Program
STRLs may implement a new direct hire authority to appoint and noncompetitively convert to the competitive service qualified candidates enrolled in a program of undergraduate or graduate instruction leading to an undergraduate or advanced degree in a scientific, technical, engineering or mathematical course of study. STRLs may appoint students to a temporary, term, modified term (for those STRLs with modified term appointment authority), or flexible length student term appointment that will expire 120 days after completion of the designated academic course of study. Students may also be appointed to temporary, term or flexible length student term appointments at the discretion of the STRL Director. Students hired under the Scientific, Technology, Engineering, and Mathematics (STEM) Student Employment Program (SSEP) may receive a relocation incentive/ bonus each time the SSEP student returns to duty similar to the authority granted to the Air Force Research Laboratory (AFRL) in 75 FR 53076, August 30, 2010.

Notice of Intended Disinterment
Army National Military Cemeteries (ANMC) is honoring the requests of three families from the Northern Arapaho Tribe to disinter the human remains of three Native American children from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are Little Plume (aka Hayes Vanderbilt Friday), Little Chief (aka Dickens Nor), and Horse (aka Horace Washington). The decedents died in the early 1880s while attending the Carlisle Indian Industrial School. ANMC will disinter, transfer custody, transport, and reinter the remains in private cemeteries in Fremont County, Wyoming. This disinterment will be conducted in accordance with Army Regulation 210-190. This is not a Native American Graves Protection and Repatriation Act (NAGPRA) action because the remains are not part of a collection as they are interred in graves that are individually marked at the Carlisle Barracks Post Cemetery.
Solicitation for a Cooperative Research and Development Agreement for the Transfer and Use of a Unique Infrared Laser
The U.S. Army's Aviation and Missile Research, Development, and Engineering Center (AMRDEC) announces its intent to enter into a Cooperative Research and Development Agreement (CRADA) and seeks inquiries and proposals from potential partners. Notice of Availability for Finding of No Significant Impact for the Environmental Assessment Addressing Implementation of the Real Property Master Plan at Defense Distribution Depot, San Joaquin, California
On February 10, 2015, DLA published a NOA in the Federal Register (80 FR 7420) announcing the publication of the EA Addressing Implementation of the RPMP at Defense Distribution Depot, San Joaquin, California. The EA was available for a 30-day public comment period that ended March 12, 2015. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969. In addition, the EA complied with DLA Regulation 1000.22. During the public comment period, three comment letters were received (from the U.S. Environmental Protection Agency (EPA), San Joaquin Council of Governments (SJCOG), and San Joaquin County Department of Public Works (County)). These letters were addressed directly with each agency via written correspondence and no additional comments were received. The public comments are addressed in the SUPPLEMENTARY INFORMATION section of this notice. An appendix was added to the EA that includes the three agency comments and the DLA response letters. The revised EA has been posted to Docket ID: DOD-2015-OS-0013.

Notice of Solicitation of Applications for Stakeholder Representative Members of the Missouri River Recovery Implementation Committee
The Commander of the Northwestern Division of the U.S. Army Corps of Engineers (Corps) is soliciting applications to fill vacant stakeholder representative member positions on the Missouri River Recovery Implementation Committee (MRRIC). Members are sought to fill vacancies on a committee to represent various categories of interests within the Missouri River basin. The MRRIC was formed to advise the Corps on a study of the Missouri River and its tributaries and to provide guidance to the Corps with respect to the Missouri River recovery and mitigation activities currently underway. The Corps established the MRRIC as required by the U.S. Congress through the Water Resources Development Act of 2007 (WRDA), Section 5018.
