National Language Service Corps (NLSC)

This rule establishes the National Language Services Corps (NLSC) in the Code of Federal Regulations by describing the program and its responsibilities pursuant to the National Defense Authorization Act for Fiscal Year 2013, Section 954. This Section authorized the Secretary of Defense to establish the NLSC to respond to federal agencies' needs for language skills in emergencies or surge requirements. Once a federal agency identifies a need, NLSC members are advised of the potential assignment. If an individual is interested and available, he or she will go through a screening and selection process as discussed in the rule. The decision to use NLSC rests with the requesting agency and support agreements must be established before work can begin.

On November 18, 2015, the United States Air Force signed the ROD for the Gulf Regional Airspace Strategic Iniitative, Landscape Initiative Eglin Air Force Base, Florida Final Environmental Impact Statement (EIS). This ROD states the Air Force decision is to select Subalternative 1. The decision means that the Air Force will request a more limited set of specific training and emitter activities from its GRASI partner agencies. The selection of Subalternative 1 reduces the amount of training, frequencies, and geographic extent of training that will be requested of partner organizations to reduce the potential for recreational conflicts identified by the public and the potential for environmental impacts. Training and emitter activities, if approved by GRASI GLI partners, would occur in Blackwater River and Tate's Hell State Forests and other select locations in Northwest Florida. The decision was based on matters discussed in the Final EIS; inputs from the public, Native American tribes, and Federal, State and local units of government, and regulatory agencies; and other relevant factors. The Final EIS was made available to the public on June 5, 2015, 2015, through a NOA in the Federal Register (Volume 80, Number 108, Page 32114) with a post-filing waiting period that ended on July 6, 2015. This ROD documents only the Air Force decision on the proposed actions analyzed in the Final EIS. Authority: This NOA is published pursuant to the regulations (40 CFR Sec. 1506.6) implementing the provisions of the National Environmental Policy Act of 1969 (42 U.S.C. 4321, et seq.) and the Air Force's Environmental Impact Analysis Process (32 CFR Secs. 989.21(b) and 989.24(b)(7)).

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the United States Air Force (USAF) Scientific Advisory Board (SAB) Winter Board meeting will take place on 19 January 2016 at the Arnold & Mabel Beckman Center, located at 100 Academy Drive in Irvine, CA 92617. The meeting will occur from 8:00 a.m.-4:00 p.m. on Tuesday, 19 January 2016. The session open to the general public will be held from 8:00 a.m. to 8:30 a.m. on 19 January 2016. The purpose of this Air Force Scientific Advisory Board quarterly meeting is to officially commence FY16 SAB studies, which consist of: (1) Directed Energy Maturity for Airborne Self-Defense Applications, (2) Data Analytics to Support Operational Decision Making, (3) Responding to Uncertain or Adaptive Threats in Electronic Warfare, and (4) Airspace Surveillance to Support A2/AD Operations. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, a number of sessions of the USAF SAB Winter Board meeting will be closed to the public because they will discuss classified information and matters covered by Section 552b of Title 5, United States Code, subsection (c), subparagraph (1). The Department of the Army is amending the Army Privacy Program Regulation. Specifically, this direct final rule is removing the exemption for A0601-222 USMEPCOM, titled Armed Services Military Accession Testing. Based on a recent review of A0601-222 Armed Services Military Accession Testing it has been determined that records in this system will now be covered by DMDC 15 DoD, Armed Services Military Accession Testing, which published in the Federal Register on February 11, 2015. This rule is being published as a direct final rule as the Department of Defense does not expect to receive any adverse comments, and so a proposed rule is unnecessary.
