The Department of the Army announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the environmental and socioeconomic impacts of proposed training and operations activities at Pi[ntilde]on Canyon Maneuver Site (PCMS), CO. The PCMS is the maneuver site for Fort Carson, CO. The PCMS is located near Trinidad, CO, approximately 150 miles southeast of Fort Carson, and consists of approximately 235,000 acres. The EIS will assess proposed PCMS training, infrastructure improvement, and land management activities to support Fort Carson training requirements. It will also assess the impacts of reclassification of the airspace that overlies PCMS. The proposed action does not include, nor would it require, expansion of PCMS.

Final Environmental Impact Statement for the Implementation of Energy, Water, and Solid Waste Sustainability Initiatives at Fort Bliss, TX and NM

The Department of the Army announces the availability of the Final Environmental Impact Statement (EIS) for the implementation of energy, water, and solid waste sustainability initiatives at Fort Bliss, Texas and New Mexico. The Department proposes to implement Net Zero energy, water, and waste initiatives at Fort Bliss, which would also facilitate meeting mandates for renewable energy production and greenhouse gas emissions reductions. In so implementing Net Zero, the Army will enhance Fort Bliss' energy and water security, supporting the military mission into the future. Although some training land would be converted to other uses, Fort Bliss would not lose any overall training capability as a result of Net Zero project implementation. The Proposed Action consists of multiple, related, and interconnected projects to achieve Net Zero goals, comply with federal and Army energy mandates, and meet the Army's energy and water security objectives. The proposed action has six alternatives. The Final EIS indicates that there could be significant impacts to air quality, vegetation, archeological sites, soils, land use, and traffic. Of these, all but land use (as a result of converting training land to developed land) are anticipated to be mitigable to less than significant.
Notice of Public Comment Period for the Missouri River Recovery Implementation Committee's Proposed Charter Amendments, Missouri River, United States

The Missouri River Recovery Implementation Committee, referred to as MRRIC or the Committee, is seeking comments to its proposed Charter amendments on or before April 19, 2014. MRRIC has reached tentative consensus on three (3) proposed amendments to its Charter, originally approved on July 1, 2008. Prior to seeking final consensus and recommending the amendments to the Secretary for final adoption, the Corps of Engineers, on behalf of the Committee, seeks public comments on the following tentative recommendations: (1) Charter amendment 1: Section V, ``Membership and Representation of Interests,'' should be amended to specifically add the ``Osage Nation'' to the list of subsection (d) Tribes, as eligible for membership in the Committee. Background: On August 9, 2013 the MRRIC Chair received a letter from Principal Chief Red Eagle of the Osage Nation requesting the Osage Nation become a member of MRRIC. MRRIC discussed this request and reached tentative consensus in November 2013 on a recommendation to revise the MRRIC Charter to include the Osage Nation as a member of the Committee. The Osage Nation is a federally-recognized Tribe with land near the basin and historical ties to the Missouri River. (2) Charter amendment 2: Section V, ``Membership and Representation of Interests,'' subsection (e)(i) should be amended to indicate that there will be a maximum of twenty-nine (29) stakeholder members (rather than 28). Background: The Committee discussed the original intention to invite an equal number of stakeholder members and Tribal members to serve on the Committee. To maintain this balance when adding the Osage Nation to MRRIC, the Committee reached tentative consensus in November 2013 on a recommendation to increase the number of stakeholder members from 28 to 29. (3) Charter amendment 3: Section VII, ``Roles, Responsibilities and Leadership'' subsection (a)(iv) should be amended, striking the phrase ``for no more than three (3) additional terms of one (1) year each'' such that the amended language reads as: iv. The Chair and Vice Chair will serve or be removed with the consensus of the Committee. The term of office of the Chair and Vice Chair will be one (1) year, with the opportunity for reappointment. Should a Committee member believe the Chair and/or Vice Chair are not performing in a fair and balanced manner, it is the responsibility of the member to raise his/her concerns to the Chair or to the full Committee for consideration. Background: The Committee discussed the need for term limits on leadership and concluded that the ability to remove the Chair and Vice Chair with consensus of MRRIC is sufficient. The Committee also concluded that it was important to have a Chair with knowledge and familiarity of the Committee and its operations and consequently it may be difficult to find many individuals who best match the needs of MRRIC. The Chair's performance will continue to be evaluated by MRRIC annually. The Committee reached tentative consensus on this recommended amendment in February 2014.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Defense Threat Reduction Agency (DTRA) announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Subsection (e)(12) of the Privacy Act of 1974, as amended, requires agencies to publish advanced notices of any proposed or revised computer matching program by the matching agency for public comment. The Department of Defense (DoD), as the matching agency under the Privacy Act of 1974, as amended, is hereby giving notice to the record subjects of a computer matching program between the DoD and the Social Security Administration (SSA). The purpose of the computer matching program is to exchange personal data to verify eligibility and payment amounts for recipients of Supplemental Security Income (SSI) and Special Veterans Benefits (SVB) recipients.

The U.S. Army Corps of Engineers (Corps) is amending the rules regarding use and administration of Marshall Ford Dam (Mansfield Dam and Lake Travis), Colorado River, Texas. In 1997, the Lower Colorado River Authority (LCRA) completed repayment of the federal government's contribution for acquisition and construction costs related to Mansfield Dam. Subsequently, the United States Bureau of Reclamation (USBR) has relinquished all rights and obligations to the project. However, the U.S. Department of the Interior and the USBR are referenced as project stakeholders in the Flood Control Regulations. Amending the referenced regulations to update project ownership will eliminate the current discrepancy between the regulations and associated project documents. The Fort Worth District of the Corps and LCRA have finalized a revised water control plan for Lake Travis (Marshall Ford Dam, aka Mansfield Dam). There is no intent to publish the updated water control plan in the Federal Register. Amending the regulations to indicate that the water control plan has been superseded would eliminate the need to amend the regulations each time the water control plan is modified.

On December 27, 2013, Defense Logistics Agency (DLA) published a NOA in the Federal Register (78 FR 78943) announcing the publication of the Temporary Storage of WTVs at Defense Supply Center Richmond, Virginia, EA. The EA was available for a 30-day public comment period which ended January 26, 2014. The EA was prepared as required under the National Environmental Policy Act (NEPA), (1969). In addition, the EA complied with DLA Regulation (DLAR) 1000.22. DLA received a comment from the Virginia Department of Environmental Quality (DEQ). The agency has reviewed the comment and is in accord with many of the DEQ recommendations and will continue to work with DEQ in successfully managing the temporary storage of the WTVs. This FONSI documents the decision of DLA to temporarily store wheeled tactical vehicles at Defense Supply Center Richmond, Virginia. DLA has determined that the proposed action was not a major federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.
