Meeting of the National Commission on the Structure of the Air Force; Correction
The Department of Defense (DoD) announces a correction to its notice in the December 27, 2013 Federal Register (78 FR 78944-78946) of a Federal advisory committee meeting of the National Commission on the Structure of the Air Force (``the Commission'') on Thursday, January 9, 2014, from 11:30 a.m. to 5:00 p.m. The published agenda did not include testimony from Dr. Scott Comes, Acting Director of the Office of DoD Cost Assessment and Program Evaluation (CAPE). Preparation of Environmental Impact Statement for the Lease of Army Land at Schofield Barracks, Oahu, Hawaii for the Construction and Operation of a Biofuel-Capable Power Generation Plant
The Department of the Army notifies interested parties of its intent to prepare a Joint Environmental Impact Statement (EIS) for the proposed lease of Army land at Schofield Barracks to the Hawaiian Electric Company (``Hawaiian Electric'') for the construction and operation on that land of a 50-megawatt (MW) biofuel-capable power generation plant. This EIS is designed to meet the requirements of both the National Environmental Policy Act (NEPA) and the Hawaii Environmental Policy Act (HEPA) as a matter of efficiency and cooperation with the State's decision-making process. The decision makers, the Department of the Army and the Hawaii Department of Land and Natural Resources, will use the analysis in the EIS to determine the potential effects of implementing the proposed action and alternatives. The Army also intends to integrate this NEPA process with the consultation and public participation requirements of Section 106 of the National Historic Preservation Act.
Notice of Availability (NOA) of an Environmental Assessment (EA) for the Demolition of Buildings 10, 11, and 67 at Defense Supply Center Richmond, Virginia
The Defense Logistics Agency (DLA) announces the availability of an environmental assessment (EA) for the potential environmental impacts associated with the proposed action to demolish two warehouses (Buildings 10 and 11) and a former heat plant (Building 67) at Defense Supply Center Richmond, Virginia. The EA has been prepared as required under the National Environmental Policy Act (NEPA) (1969). In addition, the EA complies with DLA Regulation 1000.22. DLA has determined that the proposed action would not have a significant impact on the human environment within the context of NEPA. Therefore, the preparation of an environmental impact statement is not required.
