In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35), DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; (b) the accuracy of the estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection requirement for use through January 31, 2014. DoD proposes that OMB extend its approval for these collections to expire three years after the approval date.

The Department of Defense is publishing this notice to announce the following Federal Advisory Committee meeting of the U.S. Strategic Command Strategic Advisory Group.

The United States Department of the Navy, after carefully weighing the strategic, operational and environmental consequences of the proposed action, announces its decision to support and conduct airfield operations at Naval Air Station (NAS) Key West by accomplishing the proposed action as set out in Alternative 2. Alternative 2 will provide for the transition from legacy aircraft to next generation aircraft, alteration of existing facilities as necessary to meet requirements for next generation aircraft, and will potentially accommodate carrier air wing detachment training events should primary carrier air wing training locations on the U.S. East Coast be unavailable. Total annual airfield operations could equal up to approximately 52,000 operations.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning patents.

The Department of Defense is publishing the unclassified text of a section 36(b)(1) arms sales notification. This is published to fulfill the requirements of section 155 of Public Law 104-164 dated July 21, 1996.

On September 20, 2013, Defense Logistics Agency (DLA) published a NOA in the Federal Register (78 FR 57845) announcing the publication of the Strategic Network Optimization EA. The EA was available for a 30-day public comment period which ended October 19, 2013. The EA was prepared as required under the National Environmental Policy Act (NEPA) (1969). In addition, the EA complied with DLA Regulation (DLAR) 1000.22. No comments were received during the comment period. This FONSI documents the decision of DLA to select the Global Distribution Network alternative to implement the SNO Program for the Department of Defense (DoD). DLA has determined that the proposed action was not a major federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the following Federal advisory committee meeting will not take place: 1. Due to the lapse of appropriations, the Department of Defense cancelled the meeting of the U.S. Military Academy Board of Visitors on October 16, 2013. As a result, the Department of Defense was unable to provide appropriate notification as required by 41 CFR 102-3.150(a). Therefore, the Advisory Committee Management Officer for the Department of Defense, pursuant to 41 CFR 102-3.150(b), waives the 15- calendar day notification requirement.

This notice describes the changes made to the TRICARE DRG- based payment system in order to conform to changes made to the Medicare Prospective Payment System (PPS). It also provides the updated fixed loss cost outlier threshold, cost-to-charge ratios, and the data necessary to update the FY 2014 rates.

The Defense Logistics Agency (DLA) announces the availability of an environmental assessment (EA) for the potential environmental impacts associated with the proposed action to construct a General Purpose Warehouse and Information Technology Center at Defense Distribution Depot San Joaquin, CaliforniaTracy Site. The EA has been prepared as required under the National Environmental Policy Act (NEPA) (1969). In addition, the EA complies with DLA Regulation (DLAR) 1000.22. DLA has determined that the proposed action was not a major federal action significantly affecting the quality of the human environment within the context of NEPA. Therefore, the preparation of an environmental impact statement (EIS) is not required.

DoD is issuing a final rule to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to add Croatia as a new designated country under the World Trade Organization Government Procurement Agreement (WTO GPA). Croatia joined the European Union, which is a party to the WTO GPA, on July 1, 2013.

DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to further implement DoD policy relating to competitive acquisitions in which only one offer is received, providing additional exceptions, and further addressing requests for data other than certified cost or pricing data from the Canadian Commercial Corporation.

DoD has adopted as final, with changes, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement the United StatesPanama Trade Promotion Agreement. This Trade Promotion Agreement is a free trade agreement that provides for mutually non-discriminatory treatment of eligible products and services from Panama.

The Department of Defense is publishing this notice to announce that the following Federal Advisory Committee meeting of the Department of Defense Military Family Readiness Council will take place. The purpose of this meeting is to refine the Council recommendations that will be included in the 2013 Military Family Readiness Council reports to the congressional defense committees and the Secretary of Defense.

The notice of an open meeting scheduled for October 16, 2013 published in the Federal Register on October 2, 2013 (78 FR 60864) has been cancelled due to the Government Furlough and will be rescheduled at a later date. Due to the lapse of appropriations, the Department of Defense cancelled the meeting of the U.S. Army Science Board on October 16, 2013. As a result, the Department of Defense was unable to provide appropriate notification as required by 41 CFR 102-3.150(a). Therefore, the Advisory Committee Management Officer for the Department of Defense, pursuant to 41 CFR 102-3.150(b), waives the 15-calendar day notification requirement.

On Wednesday, September 11, 2013 (FR Doc. 2013-22138), the Department of the Navy published in the Federal Register, a notice to announce the semi-annual meeting of the Board of Visitors, Marine Corps University on Friday, October 4, 2013, from 8:30 a.m. to 3:30 p.m. (Open Session). Due to the extended government shutdown, the meeting time and location has been changed. This notice corrects the meeting time and location.

The Department of the Navy (DoN), after carefully weighing the strategic operational and environmental consequences of the proposed action, announces its decision to expand the Naval Surface Warfare Center, Dahlgren Division's (NSWCDD) outdoor research, development, test and evaluation (RDT&E) activities within the Potomac River Test Range (PRTR) complex, the Explosives Experimental Area range complex, the Mission Area, and special-use airspace at Naval Support Facility Dahlgren. These activities include outdoor operations that require the use of ordnance (guns and explosives), electromagnetic energy, high energy lasers, chemical and biological simulants (non-toxic substances used to mimic dangerous agents), and PRTR use. The DoN has decided to implement the preferred alternative, Alternative 2, which will enable NSWCDD to meet current and future mission-related warfare and force- protection requirements by providing RDT&E of surface ship combat systems, ordnance, lasers and directed energy systems, force-level warfare, and homeland and force protection.

The Department of Defense is publishing this notice to announce the following Federal Advisory Committee meeting of the Response Systems to Adult Sexual Assault Crimes Panel.

The Office of the Secretary of Defense proposes to alter a system of records, DoDEA 27, entitled ``Department of Defense Education Activity Research Approval Process'', in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will collect, validate eligibility, and maintain an official registry file that identifies individuals who apply for, and are granted, access to conduct research involving DoDEA students, staff, parents or data. Additionally will establish researcher accountability, enable future contact with researchers, and support preparation of statistical and other aggregate reports on researcher use of DoDEA records.

On September 30, 2013, the Secretary of the Air Force, acting as Executive Agent of the Secretary of Defense, determined that the service of the group known as the ``Lycoming AVCO Vietnam Tech Reps'' shall not be considered ``active duty'' for purposes of all laws administered by the Department of Veterans Affairs.
