The EA was available for a 30-day public comment period which ended October 19, 2013. The EA was prepared as required under the National Environmental Policy Act (NEPA) (1969). In addition, the EA complied with DLA Regulation (DLAR) 1000.22. No comments were received during the comment period. This FONSI documents the decision of DLA to select the Global Distribution Network alternative to implement the SNO Program for the Department of Defense (DoD). DLA has determined that the proposed action was not a major federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.

On December 10, 2010 (75 FR 77380-77447), DoD published a notice of approval of a personnel management demonstration project for eligible ONR employees. Within that notice, there were several typographical errors discovered. Additionally, after the publication of the notice and implementation of the demonstration project, ONR determined that for effective personnel management practices, amendments need to be made to provide better consistency in the use of the extended probationary periods for newly hired employees, and to more thoroughly cite the waivers to regulations required to apply these extended probationary periods. Amendments must also be made to better define minimally successful performance for assignments involving displacement, and to remove the requirement that advancements in certain Pay Bands need Executive Director's approval. This notice provides the final amendment to the demonstration project plans.

The Department of the Navy (DoN), after carefully weighing the strategic operational and environmental consequences of the proposed action, announces its decision to expand the Naval Surface Warfare Center, Dahlgren Division's (NSWCDD) outdoor research, development, test and evaluation (RDT&E) activities within the Potomac River Test Range (PRTR) complex, the Explosives Experimental Area range complex, the Mission Area, and special-use airspace at Naval Support Facility Dahlgren. These activities include outdoor operations that require the use of ordnance (guns and explosives), electromagnetic energy, high energy lasers, chemical and biological simulants (non-toxic substances used to mimic dangerous agents), and PRTR use. The DoN has decided to implement the preferred alternative, Alternative 2, which will enable NSWCDD to meet current and future mission-related warfare and force- protection requirements by providing RDT&E of surface ship combat systems, ordnance, lasers and directed energy systems, force-level warfare, and homeland and force protection.

On September 20, 2013, the Department of the Navy (DoN) published a notice in the Federal Register (78 FR 57845) announcing the scheduling of two public meetings on the Draft Supplemental Environmental Impact Statement (SEIS) for the Introduction of the P-8A Multi-Mission Maritime Aircraft into the U.S. Navy Fleet. As a result of the recent government shutdown and the uncertainty of the duration of the shutdown, both meetings were cancelled by the DoN. This notice announces the rescheduling of the two public meetings and extends the public comment period for the Draft SEIS from November 4, 2013 to December 2, 2013.

This system allows federal agencies and Combatant Commanders the ability to plan, manage, track, account for, monitor and report on contracts, companies and contractor employees during planning, operation and drawdown of any contingency, humanitarian assistance, peacekeeping, or disaster-recovery operation both within and outside of the U.S. This system is transferring from the Department of the Army to the Office of the Secretary of Defense, Defense Management Data Center.

Additionally will establish researcher accountability, enable future contact with researchers, and support preparation of statistical and other aggregate reports on researcher use of DoDEA records.
